HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION AWARD OF BID FOR SUPERVISORY CONTROL AND DATA ACQUISITION SUBJECT: (SCADA) SYSTEM FOR THE WATER SERVICE STORAGE AND DISTRIBUTION NETWORK RECOMMENDATIONS: That the Tustin City Council authorize the award of bid for Water Services Supervisory Control and Data Acquisition (SCADA) System in the amount of $299,950 to the low bidder, Phoenix Controls, Inc., and authorize a supplemental 1992-93 budget appropriation in the amount of $160,300 from the unappropriated reserves of the Water Service Capital Projects Fund. BACKGROUND: In August 1992, the City Council authorized the solicitation of bids for the Water Services (SCADA) System. The City's existing equipment, which monitors system facilities (i.e., wells, reservoirs, booster pumps, etc.) is outdated and unreliable and repair to the existing system is difficult and expensive. The proposed SCADA System will provide state of the art monitoring and control of the water system facilities. It will have the capacity to store and printout data, which would provide information for water management and daily operations. The automation of this equipment will reduce the need of man-hours required to monitor/check facilities after normal working hours. DISCUSSION: Bids were received on September 8, 1992, for the proposed SCADA System and are tabulated as follows: - Phoenix Controls, Inc., Phoenix, AR 00.00000 $299,950 - Leeds and Northrup, Northwells, PA.......... $430,959 - Tesco Controls, Inc., Sacramento, CA ....... $499,467 The low bid of $299,950 is 8.3% below the Engineer's estimate of $327,000. Staff has reviewed this bid with the low bidder, Phoenix Controls, Inc., and checked references on their past contracts and is satisfied that they can complete the project in an acceptable manner. This project is a specialty type service and there is not a large number of potential bidders for this type of work. There is currently a $149,691 project balance available in the Water Service Capital Projects Account No. 600064. This balance, less the contract bid amount of $299,950, plus a $10,000 contingency amount results in a funding shortfall of $160,300, due to an under estimated initial project budget request. -- Award of Bid (SCADA) November 2, 1992 Page 2 In order to proceed with this project, as a single phase project, it is requested that the City Council authorize a supplemental 1992-93 budget appropriation in the amount of $160,300 from the unappropriated reserves of the Water Service Capital Projects Fund. This supplemental appropriation has been discussed with the Finance Department and has been found to be acceptable from a cash flow perspective.
