During the normal plan review process, the City requested that the Orange County Materials Laboratory determine the required pavement structural section for the widened area, based on a 20 year design. Their recommendations also indicated that the existing four travel lanes be capped with a minimum three inch asphalt concrete overlay to prolong the life of the existing street pavement. The overlay of the existing pavement is the obligation of the City.
