FINAL ACCEPTANCE OF IMPROVEMENT AND AUTHORIZING RECORDATION OF
SUBJECT: "NOTICE OF COMPLETION" FOR TRAFFIC SIGNAL INSTALLATION AND
MEDIAN MODIFICATION ON TUSTIN RANCH ROAD AT AUTO CENTER DRIVE

RECOMMENDATIONS:
It is recommended that the City Council, at their regular meeting
of November 2, 1992, adopt the attached resolution accepting the
work of improvement and authorizing the recordation of the Notice
of Completion for the subject project.
Assuming no claims or stop notices are f iled, it is further
recommended that 35 days after the City Council authorize payment
of the final 10% retention amount of $11,926.33. This amount
together with the previous payments for a total of $107,337.01
represents 100% of the final contract amount of $119,263.34.
BACKGROUND:
This project consisted of the installation of a new traffic signal
and median modifications at the southbound left turn pocket at
Tustin Ranch Road and Auto Center Drive.
Funding for this project was provided by Assessment District 85-1
monies. Available monies from the Assessment District 85-1 1991-92
FY budget were $324,000 for traffic signal modifications and
$50,000 for median modifications. Actual project costs were as
follows:

DISCUSSION:
These improvements have now been completed by the contractor, F.J.
Johnson, Inc., to the satisfaction of the City's Public Works
Department.

To clarify the contract costs, the change orders are described as
follows:
Contract Change Order No. 1 - Traffic Signal Controller
modification due to change in design for coordination with
Interstate 5 widening and freeway ramps.
Contract Change Order No. 2 - Due to unforseen circumstances,
it was necessary to move a signal foundation and remove,
replace and reroute a short length of conduit.
Contract Change Order No. 3 - Actual field conditions south of
Auto Center Drive, did not match the contract design due to
freeway widening modifications. Therefore, it was necessary
to make changes and add landscaping to match existing
conditions.
Contract Change Order No. 4 - Further relocation of -traffic
signal pole along with a change in the signal mast arm length.
It was necessary to relocate a main water and irrigation line
to accommodate any further repairs.
Contract Change Order No. 5 - This change order represents an
increase of 356% of the original contract quantity for asphalt
concrete pavement.
Contract Change Order No. 6 - After completion of the new curb
access ramp, it became necessary to restrict pedestrian travel
on southbound Tustin Ranch Road, so a pedestrian barrier was
constructed. It was also necessary to adjust the traffic
signal mast arm.
The final contract amount for this project is $119,263.34. This
represents a 34.18% increase over the original contract amount.
This increase was due to the contract change orders previously
discussed.
It is requested that the Tustin City Council pass and adopt the
attached Resolution, accepting the works of improvement and
authorizing the recordation of the Notice of Completion for Traffic
Signal Installation and Median Modifications on Tustin Ranch Road
at Auto Center Drive (Project No. 700042 and 800020).

RESOLUTION NO. 92-133
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND REPAIR AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR
TRAFFIC SIGNAL INSTALLATION AND MEDIAN MODIFICATION ON
TUSTIN RANCH ROAD AT AUTO CENTER DRIVE (PROJECT NOS.
700042 & 800020)
WHEREAS, F.J. Johnson, Inc., having a contract with the
City of Tustin to construct the hereinafter described public
work and improvement; and
WHEREAS, the City Engineer has duly certified to the
construction and completion of said public improvement
hereinafter mentioned in manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has
completed said public improvement hereinafter more
particularly described in accordance with the provisions of
the contract documents and the Notice of Completion and
acceptance of said public work and improvement should be
filled and payment of the balance due said contract authorized
in accordance with the contract documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Tustin that said work and improvement be, and the same
is hereby accepted. Said work and improvement is more
particularly described as follows:
The installation of new traffic signal at
Tustin Ranch Road and Auto Center Drive
and minor center median modifications
at southbound left turn pocket.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City
Engineer of the City of Tustin be, and is hereby authorized to
execute and file a Notice of Completion and acceptance of said
public work and improvement described herein as required by
law.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin held on the 2nd day of November,
1992.
