HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: APPOINTMENT TO THE CULTURAL RESOURCES COMMITTEE RECOMMENDATION Pleasure of the City Council. BACKGROUND On August 17, 1992, City staff presented a report to the Tustin City Council guiding their consideration of applicants for appointment to the two (2) vacancies on the Cultural Resource: Committee. Six (6) applications were considered at that time. After considering the applicants' qualifications in light of the State Office of Historic Preservation's "Certified Local Government guidelines and the City of Tustin's Cultural Resource: Committee Ordinance .requirements, Council determined that additional applicants should be sought. A re -advertisement for the vacancies was published by the Tustin News on September 17, 1992 which required submittal of application: by interested parties by not later than October 18, 1992. During that time, staff received five (5) additional applications. The purpose of this report is to reacquaint Council with State and Local requirements for appointment -to the Cultural Resource: Committee and to summarize the qualifications of each candidate against these standards. DISCUSSION City Requirements On June 20, 1988, the City Council adopted Ordinance 1001 establishing a Cultural Resources District, Committee and standard: for historic preservation within the Old Town neighborhood. The Cultural Resources Committee acts solely in an advisory capacity. Appointments for the Committee are to serve a four (4) year term. The following criteria of qualifications are provided within Tustin City Code Section 9252c. 1. All members must reside within City of Tustin. -- City Council Report Appointment to the Cultural Resources Committee November 2, 1992 Page 2 2. At least three (3) members must reside or own property within the residentially zoned areas within the District. 3. To the extent possible, the Committee shall have among itS membership at least: a. One (1) person engaged in architecture or a design profession; and - b. One (1) person with a demonstrated interest and knowledge in local history and historical preservation; and C. One (1) person engaged in business within the District; and d. One (1) of the members is a member of the Tustin Area Historical Society. State Requirements On September 18, 1991, the City was officially approved as it Certified Local Government (CLG) by the State office of Historic: Preservation (OHP). Certification is a prestigious and much coveted status among cities dedicated to the pursuit of historic: preservation. Participants in the CLG program are evaluated annually to ensure that all CLG participants remain in conformance with Federal and State regulations. On July 31, 1992, the National Parks Service, recommended to the OHP that the City of Tustin be approved as a CLG with the condition that Tustin's annual evaluation focus on, among other concerns, "the appointment of all Committee members and Tustin's effort to obtain -as -highly qualified preservation professionals as possible." Certified Local Government procedure: require local commissions to meet the following specific, professional requirements: 1. All Commission members must have a demonstrated interest, competence or knowledge in historic preservation. To the extent that such professionals are available in the Community, Commission members shall be appointed from the following disciplines: a. Architecture b. History C. Architectural history d. Planning e. Archeology f. Other historic preservation -related disciplines (such a:; urban planning, American studies, American Civilization, cultural geography, or cultural anthropology). 3. Commission members shall also include laymembers who have demonstrated special interest, competence, experience, or knowledge in historic preservation, American Studies, cultural anthropology, cultural geography, or other historic preservation -related disciplines. ANALYSIS Six (6) applications or statements of interest were received in response to the initial (August 17, 1992) search with five (5) additional applications received during the second recruitment. Below, staff has reviewed all applications pursuant to the standards established by the Tustin City Code and State office of_ Historic Preservation. It should be noted that continuing Cultural Resources Committee Members Mr. John Sauers, Mr. Robert Edgell and Mr. Jeff Thompson reside or own property within the District and are laymembers who have demonstrated an interest in historic preservation. They are not up for reappointment at this time. Mr. Thompson, being a civi^ engineer, could be considered to meet the Tustin Cultural Resource District standard as a design professional. Initial Search (August 17, 1992) Mr. Douglas Churchill Mr. Churchill describes himself as an educator and an artist with extensive experience in sculpture and art in public: places. Mr. Churchill does not currently reside or own property within the Cultural Resources District. City Council Report Appointment �o the Cultural Resources Committee November 2, :992 Page 4 Mr. Brent Ferdia Mr. Ferdig describes himself as being involved in the real estate lending business. He is also a member of the Tustin Area Historical Society and, therefore, complies with the Tustin City Code and State requirements. He is also currently acting as a Cultural Resource: Commissioner and meets the laymember_ requirement. Ms. Barbara =erguson Ms. Ferguson describes herself as an attorney with an interest in history and historic architecture. She does not reside or own property within the Cultural Resources District. Mr. Richard Fining As of the writing of the August 17, 1992 report, Mr. Vining had verbally indicated to staff an interest in continuing his participation as a member of the Cultural Resources Committee. He currently resides and owns property within the District. Donald LeJeune As of the writing of the August 17, 1992 report, Mr. LeJeune had indicated a written interest in participating as a member of the Committee. However, on September 10, 1992, Mr. LeJeune indicated his desire to withdraw from further consideration. Ella Lane Ms. Lane has actively participated in numerous multi -cultural organizations. She does not reside or own a business within the Cultural Resources District. All of the above candidates, with the exception of Richard Vining and Don Le Jeune, were previously interviewed by the City Council. Re -advertised Search Ms. Audrey Heredia Ms. Heredia is the current owner of the McCharles House restaurant (located within the Cultural Resources District), and has resided in Tustin since 1957. Lortie is the new owner and resident of the historic Hughes Mansion (also Located within the Cultural Resource: District). In addition, Mr. Lortie has 25 years of Architectural Design experience and has participated ill numerous historic preservation efforts. Mr. Lawrence Layne Mr. Layne is a professional civil engineer and has experience in environmental documentation and analysis of transportation projects. Mr. Layne currently resides within the Cultural Resource District. Mr. David Vandaveer Jr. Mr. Vandaveer is the current owner of the -- historic Tustin Hardware store (located within the Cultural Resources District). Ms. Kristen Hambera :�!s. Hamberg is a 16 -year resident of Tustin. Also, she has a degree in Cultural Anthropology. However, Ms. :amberg does not currently reside or own property within the Cultural Resource: district. CONCLUSION/RECOMMENDATION Staff strongly believes that the recent readvertisement for candidates has success fL-lly resulted in providing additiona:_ candidates for Council consideration. In the event the Cite Council should wish to in7:erview the expanded list of candidates. interviews could be sche::uled prior to the City Council's next. meeting. Located at First St. and Huntington Dr., the site was home for Arcadia's first City Hall and acted as the hub of the original commercial district. With the addition of freeways and the pass- ing of time the area has experienced transition. This area is now emerging as a business and financial center with Home Savings, American Savings and Glendale Federal Savings all relating to the same intersection. Arcadia Redevelopment Agency select- ed the proposal by Arcon for what may be the most critical site in the Central Arcadia Commercial Redevelopment Area. Unique in Arcon's proposal is the strong orientation to Huntington Dr. while main- taining an appropriate scale in relation to the older and historically significant commercial buildings in the area.
