HUSTON, CITY MANAGER FROM: COMMUNITY SERVICES DEPARTMENT SUBJECT: BUILDING RENTAL FEE REVISIONS To adopt Resolution 92-129, modifying certain Community Services Department fees and charges as recommended by the Parks and Recreation Commission and the Community Services staff. Such revisions effective January 1, 1993. BACKGROUN The City Manager has requested that all fees for City services be reviewed. Following this request, staff has conducted an intensive study of fees charged for renting City buildings and recreation facilities. This analysis has considered all costs for accommodating facility renters including utilities, supplies, capital upkeep, insurance and personnel necessary to manage a rental. Staff has also conducted a study of how the proposed fees f it into the Orange County municipal building rental market (ATTACHMENT 1). Finally, to provide perspective on the total costs to a renter, staff has assembled a listing of fees and charges for a typical event (ATTACHMENT 2). At the October 15, 1992 meeting, the Parks and Recreation Commission considered the proposed fee revisions. At this meeting, the Commission voted unanimously to recommend that the City Council approve the revisions. DISCUSSION: Rental rates were calculated on the following basis: 1. Resident/non-profit rental rates were calculated to recover only the cost of personnel to manage the rental; 2. Resident/private and non-resident/non-profit rates were calculated to recover all costs (personnel and building); reconstruction. Renovations are expected to not only significantly improve the physical appearance of the building and its furnishings, but will also add more sophisticated sound and communication equipment. Given the significant alterations proposed for the facility, staff is studying passible use policies for the City Council Chambers. Before the renovation project is complete, staff will be providing the City Council with proposed use policies for the facility. Staff is confident that the proposed revisions to the fee schedule for rental will ensure that the rental fees for City buildings will recover costs. I. The City Council finds and determines A. There are a number of services provided by the City that are of primary benefit to certain individuals. B. The costs of these services should be borne by the individuals receiving benefit from such services. C. The City can account for actual costs of these services. II. The following schedule containing fees and service charges are hereby established and supersede certain existing fees, and shall be applied uniformly except where, in the discretion of the City Manager, reduced fees are justified by special circumstances.
