SUBJECT: ADULT SOFTBALL - REGISTRATION FEE INCREASE
Increase adult softball registration fees by $50 per team, to $400
for the Winter 1993 season as recommended by the Parks and
Recreation Commission and Community Services staff.
BACKGROUND:
The current softball registration fee is $350 for a ten game season
($35 per game). Staff has found that the direct costs per game,
per team are $27.45 (Exhibit A). Council policy states that
_x recreation programs shall be self-sustaining. Fees must cover
direct costs and provide for a 30% administrative overhead.
Administrative overhead includes insurance, clerical support,
phones and postage. The adult softball program is now operating
with a 220 overhead.
This past June, Southern California Edison restructured electric
rates. Compared to last July, charges for lighting at Columbus
Tustin Park have increased from $2,931 to $6,123 per month.
Southern California Edison has estimated that yearly charges for
electricity at Columbus Tustin Park will rise from $27,000 to
$40,000. Staff continues to coordinate with representatives from
Southern California Edison to ensure efficient and cost effective
energy use.
The City initiated the $350 registration fee during the Winter 1992
season. Then, fees were increased $50 from $300 to $350. Before
that the City had not raised registration fees for softball since
1984. Increases in fees covered increases in program costs and
brought Tustin fees in line with fees charged by other Orange
County cities (Exhibit B).
At the September 17, 1992 Recreation and Parks Commission meeting
the Commission supported the staff recommendation to raise adult
softball registration by $50. There was considerable discussion
regarding how high the City could raise fees without affecting
participation in the program. The consensus of the Commission was
that the increase should only cover increased costs.
Tustin Leagues have maintained a balance between registration fees
and demand. Leagues fill each season with only a few teams turned
away. The field layout and poor condition of the outfields at
Columbus Tustin Park limit the amount the City can charge. The
City of Stanton has already raised registration fees to $475 to
cover increased electrical costs. There was concern whether they
would have enough teams for a league.
It is recommended that adult softball registration fees be
increased by $50 per team. Increased fees are necessary to cover
increased costs for electricity and to bring league fees in line
with the Orange County average. The City would receive an
additional $24,000 in revenue per year to cover the increased costs
of operating the softball program.
Per Council policy, program fees can be raised at the discretion of
the Director of Community and Administrative Services. Because of
reaction to past fee increases, staff has made it a standard
practice to request Council approval for raises to softball
registration fees. Staff would appreciate feedback or direction on
continuation of this policy from the City Council.
With approval the City could carry out the fee increase during
the Winter 1993 season. Softball teams generally have 10-15
players so the new rates would roughly translate into an average
increased cost per game, from $3.50 to $4.00 per player. In
addition, league fees for many of the teams are paid for by
sponsors.

PURPOSE
To charge the user his or her appropriate share of the operational costs of
special recreation programs, classes, and leagues.
PROCEDURE
The fees for recreation and cultural arts classes, special recreation programs,
and sport leagues will be set by the Community Services Director within the
following guidelines: $5.00
1. Non-residents will be assessed a7S= surcharge in addition to the resident
fee. (Unless prohibited by a joint powers agreement, such as the one in
effect at Columbus Tustin Park.)
2. Fees for recreation and cultural arts classes, special recreation programs,
and sport leagues shall be based on a cost-plus basis. These particular

rograms shall be self-sustaining as far as their direct costs are concerned,
and an appropriate administrative overhead shall be added.
3. It is the intent of this policy that the individuals who benefit directly
from these types of programs shall be the ones to bear the burden
costs.
4. Exceptions to the "cost-plus" basis shall be made at the discretion of the
Community Services Director, in cases where special consideration may be
warranted.
This Council policy supercedes Section "C" or Ordinance #80-28. This affects
recreation and cultural arts classes, special recreation programs, and sport
leagues. The fees for building rental, sport facilities, and parks will still
be handled by the appropriate Resolution of the City Council.
