,ITY COUNCIL REGULAR MEETI.
CITY OF TUSTIN
OCTOBER 191 1992 - 7:00 P.M.
The City Council meets the first and third Monday of each month at 7:00 p.m.
at the Tustin Area Senior Center, 200 South "C" Street, Tustin.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk for clarification. Except as otherwise provided by law, no
action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the City of Tustin agenda books located in the Police Department and
the Tustin Public Library. These same books are also provided for public
use at the Senior Center during the Council meeting. Listening devices for
the hearing impaired are available upon request from the City Clerk.
Smoking is prohibited during the Council meeting.
Distribution of Material to City Council: If you have material you wish to
distribute to the City Council regarding an item on the agenda, please give
the material•to the City Clerk prior to the meeting. This will allow the
City Council sufficient time to review the material prior to taking action.
MEETING WITH SENATOR BERGESON AND REDEVELOPMENT AGENCY BUDGET WORKSHOP - At
5:45 p.m., the City Council will meet with Senator Bergeson; and following
:he meeting will conduct a Redevelopment Agency Budget Workshop. This
meeting and workshop are open to the public.

1. CODE AMENDMENT 92-006, IRVINE COMPANY
The applicant has requested amendments to standards of the City of
Tustin Zoning Code to allow self -storage mini warehouses in the
Industrial (M) District as a conditionally permitted use.
Recommendation by the Community Development Department:
a. Approve the Environmental Determination for the project by
adopting the following Resolution No. 92-123:

ARTICLE 9 OF THE TUSTIN CITY CODE TO ALLOW SELF -STORAGE MINI
WAREHOUSES AS A CONDITIONALLY PERMITTED USE IN THE INDUSTRIAL
(M) DISTRICT
2. APPEAL OF CONDITION OF APPROVAL FOR CONDITIONAL USE PERMIT 92-031
AND DENIAL OF SIGN CODE EXCEPTION 92-006, TUSTIN HEIGHTS SHOPPING
CENTER
The Planning Commission had approved Conditional Use Permit 92-031
which authorized a new master sign plan for Tustin Heights
Shopping Center located at 1076-1222 Irvine Boulevard and required
the applicant to bring the existing non -conforming pole sign into
conformance with current provisions of the Sign Code. As part of
the above action, the Planning Commission denied a sign code
exception to permit modifications to the existing non -conforming
pole sign. On October 2, 1992, staff received an appeal of the
Planning Commission's action from the property owner.
Recommendation: Uphold the Planning Commission's action related
to Condition 1.8 of Conditional Use Permit 92-031 and denial of
Sign Code Exception 92-006 by adopting the following Resolution
No. 92-124 as recommended by the Community Development Department:

AN EXISTING NON -CONFORMING POLE SIGN AT TUSTIN HEIGHTS SHOPPING
CENTER LOCATED AT 1076-1222 IRVINE BOULEVARD

Recommendation: Approve the City Council Minutes of October 5,
1992.

3. RESOLUTION NO. 92-122 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, DESIGNATING AN AUTHORIZED AGENT TO
PROVIDE INFORMATION TO THE STATE OFFICE OF EMERGENCY SERVICES
Recommendation: Adopt Resolution No. 92-122 designating an
authorized agent to provide information to the State Office of
Emergency Services as recommended by the Finance Department.
4. REJECTION OF CLAIM NO. 92-42 - CLAIMANT, KEVA SINGLETARY; DATE OF
LOSS, 3-11-92; DATE FILED WITH CITY, 9-8-92
Recommendation: Reject subject claim for personal injury
damages of an undetermined amount as recommended by the City
Attorney.
S. NITRATE REMOVAL PLANT AT 235 MAIN STREET
Recommendation: Authorize a supplemental budget appropriation
in the amount of $614,542.00 to the 1992-93 Water Service
Capital Projects account as recommended by the Public Works
Department/Engineering Division.
6. RESOLUTION NO. 92-127 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
REPAIR AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR
P.C.C. CROSS GUTTER AND CURB RETURNS AT PACIFIC STREET AND SECOND
STREET AND PACIFIC STREET AND THIRD STREET
Recommendation: Adopt Resolution No. 92-127 accepting works of
improvement and repair and authorizing the recordation of the
Notice of Completion for subject project as recommended by the
Public Works Department/Engineering Division.
7. RESOLUTION NO. 92-106 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING DESTRUCTION OF CERTAIN
COMMUNITY DEVELOPMENT DEPARTMENT RECORDS
Recommendation: Adopt Resolution No. 92-106 authorizing the
destruction of certain Community Development Department records
pursuant to Sections 34090 and 34090.5 of the California
Government Code as recommended by the Community Development
Department.
S. CALTRANS TRAFFIC CONTRACT RENEWAL
Recommendation: Approve the renewal of subject contract with
the Department of Transportation for reimbursement of money
spent for traffic control during the I-5 and SR -55 construction
as recommended by the Police Department.
9. RESOLUTION NO. 92-120 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING FUTURE EXPENDITURES WITH
RESPECT TO THE CITY'S WATER FACILITY IMPROVEMENT PROGRAM TO BE
REIMBURSED FROM FUTURE LONG-TERM FINANCING
Recommendation: Adopt Resolution No. 92-120 confirming the City
Council's intent to recover certain water service advances from
future bond sales as recommended by the Finance Department.
10. RESOLUTION NO. 92-125 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
STREET RECONSTRUCTION/REHABILITATION OF MAIN STREET BETWEEN
PROSPECT AVENUE AND NEWPORT AVENUE, A FEDERALLY FUNDED PROJECT

Recommendation: Adopt Resolution No. 92-125 approving plans and
specifications for subject project and directing the City Clerk

Department/Engineering Division.
11. AWARD OF CONTRACT FOR WATER MAIN REPLACEMENT ON PROSPECT AVENUE
FROM FAIRHAVEN AVENUE TO 400 FEET SOUTHEAST OF SANTA CLARA AVENUE
Recommendation: Award the contract for subject project to
R.L.T. Construction, Inc., of Anaheim, in the amount of
$140,717.60 as recommended by the Public Works Department/Water
Division.
12. RESOLUTION NO. 92-126 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
STREET RECONSTRUCTION/REHABILITATION OF PROSPECT AVENUE BETWEEN
IRVINE BOULEVARD AND ORANGE COUNTY FLOOD CONTROL DISTRICT NORTH
TUSTIN CHANNEL (F-12), A FEDERALLY FUNDED PROJECT (DISADVANTAGED
BUSINESS ENTERPRISE PARTICIPATION -15%), AND AUTHORIZING
ADVERTISEMENT FOR BIDS
Recommendation: Adopt Resolution No. 92-126 approving the plans
and specifications for subject project and directing the City
Clerk to advertise for bids as recommended by the Public Works
Department/Engineering Division.

— IX. OLD BUSINESS
1. POOL BARRIER REQUIREMENTS FOR SINGLE FAMILY DWELLINGS
At the September 21, 1992 meeting of the City Council, Mr. Al
Palladino, founder of the "Save -That -Child" Foundation, commented
on a recent child drowning which occurred at 130 North "A" Street
and on City Ordinance No. 1091 as it relates to pool barriers for
single family dwellings.
Recommendation: Pleasure of the City Council.
2. BEAUTIFICATION COMMITTEE/NON-PROFIT FOUNDATION
At the October 5, 1992 City Council meeting, Councilmember Thomas
requested a status update on the formation of a Beautification
Committee and a Non -Profit Foundation.
Recommendation: Pleasure of the City Council.
X. NEW BUSINESS
1. CITIZEN REQUEST FOR MODIFICATIONS TO ON -STREET PARKING
RESTRICTIONS ALONG SIXTH STREET BETWEEN EL CAMINO REAL AND "CIN
STREET
A resident has requested the Public Works Department consider
implementing changes to existing parking restrictions in the E1
Camino Real/Sixth Street area.

Division:
a. Deny the request to remove the two-hour parking restriction
signs along Sixth Street between E1 Camino Real and "C" St.
b. Maintain the existing red curb markings in the area of the E1
Camino Real and Sixth Street intersection.
2. BUSINESS OUTREACH PROGRAM
At their meeting on October 5, 1992, the City Council discussed
several aspects of a program to attract out-of-state and/or large
businesses to Tustin, and to increase communication with current
businesses.
Recommendation: Pleasure of the City Council.
XI. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - OCTOBER 12, 1992
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
October 12, 1992.
2. RESIDENT REQUEST TO REVIEW TRAFFIC SIGNAL SYNCHRONIZATION ON
TUSTIN RANCH ROAD BETWEEN BRYAN AVENUE AND WALNUT AVENUE
At the October 5, 1992 City Council meeting, a resident expressed
concern with the current traffic signal synchronization on Tustin
Ranch Road between Bryan Avenue and Walnut Avenue.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
3. FREEWAY CONSTRUCTION STATUS REPORT
Information relating to both freeway and local street closures as
they pertain to the Tustin area.
