(CEQA) . REQUEST: APPROVAL OF A MASTER SIGN PLAN FOR TUSTIN AND A SIGN CODE EXCEPTION TO PERMIT STRUCTURAL ALTERATIONS TO AN EXISTING POLE SIGN. Recommendation - It is recommended that the Planning Commission 1) approve Conditional Use Permit 92-031 by adopting Resolution No. 3093, as submitted or revised; 2) Provide direction to staff on the Sign Code Exception. Presentation: Becky Stone, Assistant Planner Commissioner Kasalek moved, Baker seconded to approve Conditional Use Permit 92-031 by adopting Resolution No. 3093 revised as follows: Exhibit A, Page 2, Item 1.6: change date of June 30, 1993 to December 31, 1993 Insert Item 1.8 to read as follows: (5) 1.8 Approval of Conditional Use Permit 92-031 for the Master Sign Plan for Tustin Heights Shopping Center is contingent upon the requirement that the existing non -conforming sixty (60) foot pole sign on the subject site be brought into conformance with the City of Tustin's current sign Code. No sign permits consistent with the new Master Sign Plan for the shopping center nor structural alterations to the facade of the shopping center shall be approved prior to one of the following conditions being met: a. The existing, non -conforming pole sign is removed; or b. A Conditional Use Permit for a new Planning Commission Action Agenda September 28, 1992 Page 3 pole sign or modification of the existing pole sign is submitted and approved by the Planning Commission, authorizing a pole sign which meets all requirements of Tustin Sign Code Section 9404b2 including that the sign be compatible with the project and not exceed twenty (2 0 ) feet in height and fifty ( 5 0 ) square feet in copy area (encompasses the extreme units of copy with any frame or trim forming an integral part of the display such as sign cabinet) ; or c. A monument center identification sign is installed which meets the requirement of Tustin Sign Code Section 9408. Motion carried 4-0. Commissioner Baker moved, Weil seconded to deny a Sign Code Exception to permit structural alterations to an existing pole sign.. Motion carried 4-0. 3. Code Amendment 92-006 APPLICANT: THE IRVINE COMPANY 550 NEWPORT CENTER DRIVE, 6TH FLOOR NEWPORT BEACH, CALIFORNIA 92660 ATTENTION: MR. LARRY WILLIAMS ZONING: CITYWIDE INDUSTRIAL (M) DISTRICTS ENVIRONMENTAL STATUS: A NEGATIVE DECLARATION HAS BEEN PREPARED IN ACCORDANCE WITH PROVISIONS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) REQUEST: AMEND THE TUSTIN CITY CODE TO ALLOW SELF -STORAGE MINI WAREHOUSES IN THE INDUSTRIAL (M) DISTRICT, CITYWIDE Recommendation - It is recommended that the Planning Commission take the following actions: 1. Approve the Environmental Determination for the project by adopting Resolution No.3090; and 2. Recommend to the City Council approval of Code Amendment 92-006 allowing mini warehouses as permitted uses in the Industrial (M)District by adopting Resolution No.3091-A; or 3. Recommend to the City Council approval of Code Amendment 92-006 allowing mini warehouses as conditionally permitted uses in the Industrial (M) District by adopting Resolution No.3091- B, as submitted or revised. Commissioner Weil moved, Stracker seconded to recommend to the City Council approval of Code Amendment 92-006 allowing mini warehouses as conditionally permitted uses in the Industrial (M) District by adopting Resolution No.3091- B, as submitted. Motion carried 4-0. 4. Code Amendment 92-007 APPLICANT: CITY OF TUSTIN 15222 DEL AMO AVENUE TUSTIN, CA 92680 COMMUNITY DEVELOPMENT DEPARTMENT ATTENTION: MR. DANIEL FOX LOCATION: CITYWIDE ZONING: C-1 (RETAIL COMMERCIAL), C-2 (CENTRAL COMMERCIAL), C-3 (HEAVY COMMERCIAL), CG (COMMERCIAL GENERAL) AND M (INDUSTRIAL) DISTRICTS ENVIRONMENTAL STATUS: IT HAS BEEN DETERMINED THAT THIS PROJECT WOULD NOT HAVE A SIGNIFICANT EFFECT ON THE ENVIRONMENT AND A NEGATIVE DECLARATION HAS BEEN PREPARED. REQUEST: AMEND VARIOUS SECTIONS WITHIN THE COMMERCIAL AND INDUSTRIAL DISTRICTS OF THE CITY OF TUSTIN ZONING CODE TO: 1. Recommend to the City Council approval of Code Amendment 92-007 by adopting Resolution No. 3089, as submitted or revised. COMMISSION CONCERNS: Commissioner Baker -Inquired about the seating of a new Chairman and Vice Chairman Planning Commission Action Agenda September 28, 1992 Page 8 Staff answered that the item would be agendized for the next meeting. Commissioner Kasalek -Asked about the status of her inquiry on Walnut Street. Commissioner Weil -Informed staff that the parking standards are not adequate for an area on B Street. -Inquired about the date of receipt of a letter from an applicant and the timing of approval. Commissioner Stracker -Asked about the status of the Chevron station on Nisson. -Inquired about a property in the County area. -Asked staff for an udpate on the ETC in the near future. ADJOURNMENT: Commissioner Weil moved, Baker seconded to adjourn the meeting at 8:46 p.m. Motion carried 4-0. A Housing Set -Aside Workshop has been scheduled for 6:00 p.m. preceding the Planning Commission meeting. The next regular meeting of the Planning Commission is on October 12, 1992 at 7:00 p.m. at the Tustin Senior Center, 200 South "C" Street, Tustin.
