HUSTON, CITY MANAGER CONSENT CALENDAR NO. 4 -21-92 Inter -Com ST FROM: PUBLIC WORKS DEPARTMENT/WATER DIVISION AUTHORIZATION TO ADVERTISE FOR BIDS - WATER MAIN REPLACEMENT SUBJECT: ON PROSPECT AVENUE FROM FAIRHAVEN AVENUE TO 400 FEET SOUTHEAST OF SANTA CLARA AVENUE, PROJECT NO. 600100 RECOMMENDATIONS: It is recommended that the Tustin City Council by adoption of Resolution No. 92-108, approve plans and specifications for the subject project and direct the City Clerk to advertise for bids. BACKGROUND: This project encompasses the ultimate replacement of deteriorated water mains on Prospect Avenue and Santa Clara Avenue. The main replacement will extend along Santa Clara Avenue from the Prospect well to Prospect Avenue, then northerly along Prospect Avenue to Fairhaven Avenue and will provide a more substantial groundwater source of water for the water system. The initial operation of the water main will serve as a blending line for the ground water pumped from the Prospect well which tends to operate at a higher nitrate level. Once the nitrate levels have been stabilized at an acceptable level the line will be utilized as a distribution main allowing the deteriorated mains along Prospect Avenue to be retired. DISCUSSION: The Engineering's construction estimate for the completion of this project is $190,000. The current water CIP budget for 191-192 has allotted $227,00 for this project, which has been requested for carryover to the 192-193 water CIP budget. WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract construction for the replacement of water mains on Prospect Avenue from Fairhaven Avenue to 400 feet southeast of Santa Clara Avenue; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Replacement of Water Mains on Prospect Avenue from Fairhaven to 400 feet southeast of Santa Clara Avenue; BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt for the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
