HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS - EDINGER AVENUE REHABILITATION - BETWEEN JAMBOREE ROAD AND 2650 FEET EASTERLY RECOMMENDATIONS: It is recommended that the Tustin City Council, at their meeting of September 21, 1992, by resolution, approve plans and specifications for subject project and direct the City Clerk to advertise for bids. BACKGROUND: As acondition of approval for Jamboree Plaza, the developer was required to widen Edinger Avenue to the ultimate width and install a raised landscape median along the entire Edinger Avenue frontage of their development. During the normal plan review process, the City requested that the Orange County Materials Laboratory m determine the required pavement structural section for the widened area, based on a 20 year design. Their recommendations also indicated that the existing four travel lanes be capped with a minimum three inch asphalt concrete overlay to prolong the life of the existing street pavement. The overlay of the existing pavement is the obligation of the City. In order to accomplish this asphalt concrete overlay, the median curb and gutter and the curb and gutter being constructed by the developer needs to be constructed at a higher elevation to accomodate the three inch overlay. This project provides for overlaying the entire pavement width on the westbound side, removal of the eastbound bikelane and reconstructing it with the recommended structural section for a future eastbound travel lane, overlaying the entire pavement width on the eastbound side along with new pavement striping/raised pavement markers. Upon completion of this work, the developer of Jamboree Plaza will reimburse the City for their portion of the overlay and pavement striping/raised pavement markers. There is presently a total of $148,000 allotted in the Fiscal Year 1992-93 Budget for the above-mentioned locations. Robert Ledendecker Director of Public Works/City Engineer RL:DB:ccg:rehab Attachment Dave Balbas Junior Civil Engineer 1 2 3 4 5 6 7 8 9 10 11 12 13 14I 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 92-113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE EDINGER AVENUE REHABILITATION - BETWEEN JAMBOREE ROAD AND 2650 FEET EASTERLY AND AUTHORIZING THE ADVERTISEMENT FOR BIDS WHEREAS, it is the intention.of the City Council of the City of Tustin, California to contract construction for the improvements of Edinger Avenue between Jamboree Road and 2650 feet easterly; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Edinger Avenue Rehabilitation BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications: BE IT FURTHER RESOLVED that the project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
