HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AUTHORIZATION TO ADVERTISE FOR BIDS - STREET REHABILITATION ON SUBJECT: RED HILL AVENUE BETWEEN WARNER AVENUE AND VALFNCIA AVENUE, (AHFP NO. 1321) (P.W. FILE NO. R91-3) RECOMMENDATIONS: It is recommended that the City Council, at their meeting of September 8, 1992: 1. Adopt the attached resolution approving plans and specifications and authorizing advertisement for bids for the subject project; and 2. Authorize the Mayor and the City Clerk to execute the attached right-of- way certification. BACKGROUND: This project provides for the improvement of Red Hill Avenue between Warner Avenue and Valencia Avenue. The scope of the project is to reconstruct and/or rejuvenate and resurface the highway pavement. Related work will include: traffic striping, pavement markers, detection loops and traffic signal modification; placement of pavement reinforcing fabric; construction Df a'catch basin and wheelchair ramps at the intersection of Valencia/Red Hill; repair of sidewalk, curb and gutter; and adjustment of manhole and water valve covers to grade. The estimated construction cost of the project is $395,242.00. This project has been approved for 50% funding, for eligible items, by Orange County's Arterial Highway Financing Program (AHFP). The Right-of-way Certification establishes that: all work is within existing right-of-way; no additional right-of-way is required; no building or utility interferes with construction; and no building or utility will require relocation. - The proposed schedule is tentative, pending AHFP approval and authorization to advertise and is as follows: Bid Authorization ..................... Ledenblecker Nestor Mondok Director of Public Works/City Engineer Assistant Civil Engineer RSL:NM:ccg:ahfpl321 Attachment 11 P1I 3 4 5 6 7, 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 2� RESOLUTION NO. 92-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE STREET REHABILITATION OF RED HILL AVENUE BETWEEN WARNER AVENUE AND VALENCIA AVENUE AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention. of the City Council of the City of Tustin, California, to contract for construction of improvement of Red Hill Avenue between Warner Avenue and Valencia Avenue; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for; Street Rehabilitation of Red Hill Avenue between Warner Avenue and Valencia Avenue BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids for proposals for the .doing of the work specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that.this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin on the 8th day of September, 1992. All right-of-way has been acquired, or all work is within existing right-of-way and no additional right-of-way is necess!fry. 2. No building improvement nor utility exists within the right-of-way area, or the following improvements exist within the right-ot-way area but will not interfere with construction: 3. Utilities which have prior rights and which vill'require relocation are as follows: In making this certification, the City of Tustin agrees to hold. the county harmless from any liability which may arise by reason of the County's reliance upon this Certificate and its use of rights-of-way.
