RECOMMENDATION
Pleasure of the City Council.
BACKGROUND
On August 3, 1992, the City Council interviewed the following applicants
for:
Planning Commission: Lucien Bone Jr., John Norman Butler, Barbara
Ferguson, Jeannie Jackson, Marjorie Kasalek, Casper Kasparian, Nanette
Lunn, and William Stracker. (Helen Edgar was unavailable for
interviews).
Parks and Recreation Commission: Donald Biery, Christie Cormack, Mark
Denney, Joseph Dias, Jeannie Jackson, Teri Knoll, Samuel Randall, Laurel
Stanford, Susan Welsh, and Tracy Worley. (Michael Baron and Helen Edgar
were unavailable for interviews).
Cultural Resources Committee: Douglas Churchill, Brent Ferdig, Barbara
Ferguson, and Ella Lane. Following the interviews, Richard Yining
verbally indicated to staff an interest in continuing his participation
on the Cultural Resources Committee; and Donald LeJeune has submitted a
letter expressing interest to serve on the Cultural Resources Committee
following the relocation of an historical structure to his site on Main
Street.
Attached are applications/letters submitted by the above candidates.
There are currently three vacancies on the Planning Commission, three
vacancies on the Parks and Recreation Commission and two -vacancies on the
Cultural Resources Committee.

Background and Experience Qualifications
Re: Applicant John Norman Butler
(1) I have lived in Tustin and have watched our City
of Tustin develop for the past 30 years.
(2) I am an expert in the field of real estate. I have
marketed and sold real estate for over 14 years. I
understand the timely needs of private citizens as well as
developers and builders. Ask me.how my contributions of real
estate knowledge could have 'prevented the costly oversight
of the title problems the city had and will incur with the
lawsuit on the apartment construction.
(3) My knowledge of every property in Tustin will
prove a valuable asset in future property developments.
(4) My job flexibility allows me to be available to
the citizens, city staff, and council members, 24 hours a
day. A regular employment situation may restrict a
commissioner from sight inspections, or impromptu meetings
to arrive at solutions.
(5) I am capable of arriving at solutions for problems
that are fair to all parties as indicated with my training
and background as a California Association of Realtors

It has been a rewarding experience for me to serve on the Planning

Commission. My name is William Stracker, a registered voter, a resident of the City of Tustin
and a resident within Orange County for twenty-seven years.
I believe my qualifications would fit very well as a member of the Planning Commission. I have
my California state registration as a Civil Engineer and Traffic Engineer and have worked in the
public and private sectors. I have a working knowledge of the technical and political issues that
confront a City Planning Commission and have a common sense approach to problem solving
and consensus building.
My current employer is HDR Engineering, Inc., in Irvine. HDR provides civil engineering,
transportation, solid waste and wastewater engineering services to public agencies. The firm is
on contract to the City of Norwalk for City engineering services, where I presently oversee all
engineering staff and work being performed for the City.
Previously, I was employed by the City of Beverly Hills, as Director of Transportation and City
Engineer. In this position, I served as Secretary to the City Transportation Commission and as
a staff member on the City's Environmental Review Board (ERB). The ERB reviewed all
development projects proposed within the City for compliance with environmental issues of both
a technical and policy nature.
Prior to Beverly Hills, I was Vice President of an engineering consulting firm where I provided
contract City Engineer or Traffic Engineer services to over ten agencies.
I have participated in the development of City general plans; Assessment Districts; Traffic
Studies; neighborhood meetings; citizen committees for neighborhood traffic control strategies,
establishment of City wide goals and vision statements, and development review criteria.
I am concerned about quality development in the City of Tustin, the affordability of housing,
and maintaining the "excellence" of living in Tustin.

Engineer for this project. The Norwalk contract has included the planning,
design, and construction management/inspection of street reconstruction,
widening, and realignment projects; parks and sports facilities; water master
plans; sewer master plans; reclaimed water studies; traffic and parking studies;
street light modifications; City entry monuments and median landscape design;
storm drain 'projects; utility underground districts; traffic signals; and site
development for redevelopment agencies. Recently completed were the feasibility
study and EIR for the Norwalk Transportation Center, and we are currently
underway on the design.
City Engineering Support Services - City of Garden Grove, CA - Mr. Stracker
is Program Manager for this project which includes the provision of in-house staff
to organize and oversee the capital improvement projects from design through
construction. Additional support includes plan check, utility underground district
administration, CAD support and training and other as -needed services.
As Director of Transportation and City Engineer for the City of Beverly Hills,
he was actively involved in the development activities in the downtown and
residential areas required upgrading of traffic control facilities, street widenings,
and the review and analysis of older infrastructure.

Specifically, he administered a $3,000,000 annual Capital Improvement program;
directed implementation of a $50,000,000 water system master plan of mains,
pump stations and reservoirs; managed the City's parking programs, parking
shuttle transit system, dial -a -ride, trolley system, and taxi administration.
Mr. Stracker also directed the planning and design of numerous projects in the
City, including a Master Plan of Streets, Transportation Management Study,
Citywide Water System and Storage Restoration, Neighborhood Traffic Study,
Downtown Parking Review and Development, Citywide Street and Alley Paving
Program, and Corridor Studies of Major Arterials within the City.
Prior to his tenure with Beverly Hills, he was a Vice President for a major
consulting firm; in this position, he managed the Orange County office of the
firm and was responsible for the Civil/Traffic Engineering divisions of the
company. This experience encompassed project management of a wide variety
of project types, including design assignments worth approximately $16 million.
Mr. Stracker has served as City Engineer and/or Traffic Engineer to several cities
on contract or in a staff position. These cities include Mission Viejo, Oceanside,
Poway, National City, Carlsbad and others.
Additional projects included the following:
Sepulveda Boulevard Assessment District in the City of Carson, which included
traffic signals, street widenings, storm drains, and massive utility relocations
amounting to over $20,000,000.
Citywide 1972 Act Landscape and Lighting Benefit District for the City of Santa
Ana, Fresno, and Imperial Beach.
A financing alternative study to fund $75 million in street improvement and street
maintenance projects for a County.
Transportation
Mr. Stracker brings unique project management capability to transportation
projects as he is a licensed civil and traffic engineer. He has extensive
experience in major street upgrades including traffic design and brings an
extremely broad engineering management background to lead a highly qualified
team of specialists for the variety of project assignments. In the private sector,
he also was charged with managing public works projects for the various public

Environmental Images has designed a landscape buffer at Hannum and
Slauson Avenues in Culver City so that it is compatible with the
surrounding area and also carry's on the City's master plan for city
enhancement. The site includes low. maintenance plantings and rock
formations to create an interesting and aesthically pleasing buffer
from the freeway. Construction costs were estimated to be approx.

For the city of Long Beach, the firm provided landscape architectural
plans for the stabilization and beautification of E1 Dorado Lake.
The plans include a walkway around the lake, several viewing areas, a
boat launch platform, pedestrian bridges, a new irrigation system,
and the addition of plant material. The existing Pump Station House
was part of the renovation, needing new concrete paving, fencing and
a retaining wall. The existing plant material was removed and new,
smaller shrub material planted to help with a severe erosion problem
and help with maintenance of the area. The lake is within El Dorado
Park on Spring Street at the 605 Freeway. The project was
constructed the summer of 1988 at a total cost of approx. $350,000.

For the city of Redondo Beach, Environmental images provided
irrigation plans for the renovation of the playfield area at
Dominguez Park. By updating the irrigation system, the City will be

attractive playing area for the residents of their community. This

ROUTE 405/BEACH BLVD CITY ENTRY TO HUNTINGTON BEACH
The City of Huntington Beach contacted Mike Baron to perform
preliminary studies for re -landscaping the freeway corridor at
Beach Blvd and the 405 Freeway. This design included a new entry
theme for the City of Huntington Beach and the Huntington Center
Mall extension. Enhanced visibility and signage issues were
considered as well as meeting Caltrans right-of-way guidelines.
The project budget was estimated to be approximately 2 million
dollars. A scaled model was built along with a picture exhibit
and conceptual sketches. The city is currently presenting this
design to the Council, neighboring cities and Mall management.
ARTESIA BOULEVARD BUSINESS DISTRICT, CITY OF REDONDO BEACH
Environmental Images is working in conjunction with IWA.Engineers
and the City of Redondo Beach to complete Computer Generated
AutoCadd/Landcadd construction drawings for the existing business
district along Artesia Boulevard. The design approach will use
palm trees, flowering accent trees, new bus shelters, street
furniture and street signage, thus tying the successful Mall in
with the older business district. Since Artesia Boulevard is
within Caltrans right-of-way, we will be working closely within
Caltrans standards while creating design elements pleasing and
unique to the City of Redondo Beach. The design budget is
approximately 2.5 million dollars, and construction will begin
early 1992.
VALLEY BOULEVARD MEDIANS AND PARKWAYS, CITY OF COLTON
The City of Colton Redevelopment Agency and Environmental Images
completely redesigned the Parkways and Median Islands within the
downtown business district. A series of undulating walkways with
colorful drought tolerant plant material was introduced to promote
more pedestrian movement. Several variety of palm trees were used
to line the streets.and accent the median islands. Areas were
also designed for entry and street sign identification. This
design will be used as a guideline for future redevelopment
projects within the downtown business district. The construction
budget is approximately $200,000 for this first phase and could
include another $200,000 with specially designed intersection and
signalization treatments. The

GRAND AVENUE MEDIANS, CITY

OF EL SEGUNDO
Environmental Images has worked extensively with the City of El
Segundo in providing landscape plans for several Public Works
Projects. The existing condition of the median islands at their
major intersection downtown next to City Hall,was very unsightly
with rootbound Ficus trees and a lot of green colored concrete. A
new planting palette with drought tolerant palm and shrub species
was introduced. Flowering ground cover was also added as well as
new colored stamped concrete service walks. A new state of the
art irrigation system was also designed. This project will help
ameliorate the 'downtown area and accentuate the City Hall. The
construction budget will be approximately $200,000 and is pending
budgetary approval.
HILLTOP AND RECREATION PARRS, CITY OF EL SEGUNDO
The new City Recreation and Parks Department is renovating two of
its downtown park facilities. Environmental Images is designing
and retrofitting -these facilities with new state of the art
equipment to provide more efficient and effective water coverage
and conservation. Picnic facilities, athletic fields and
recreation areas will be included in this project. The
construction budget for these two parks is estimated at $150,000
and construction will be phased around the year round activities.
405/SLAUSON AVENUE MEDIANS AND UNDERCROSSINGS, CITY OF
CULVER CITY
Environmental Images designed several median, parkways, and
freeway undercrossing landscape areas in the City of Culver City.
These areas were an eyesore from the business and retail centers
to a major residential area. Flowering drought tolerant species
were planting and new irrigation was installed. Colored stamped
concrete and shade tolerant plant material 'was designed for the
extreme isolation areas under the freeway. This project was
installed for around $145,000 and was completed in 1989.

CITY RESIDUAL PARKING LOTS, CITY OF CULVER CITY
Continuing our professional relationship with the City of Culver
City, we were asked to design parking lot landscaping for several
empty lots within the City limits. These areas were an eyesore
and a place for debris and vandalism. Much needed parking areas
were designed within extremely tight city and county guidelines.
These three parking lots will be constructed during the 1992 year
for approximately $90,000.
WINDJAMMER ROAD SOUND BUFFER AND CALTRANS RIGHT-OF-WAY,
CITY OF CERRITOS
Environmental Images designed landscape -plans for a 2 acre site
within the Caltrans right of way and the City of Cerritos near the
91/605 interchange. These two areas were coordinated with the
construction of a new sound wall. Low maintenance plant material
within the Cerritos freeway corridor and the Caltrans palette were
used and a reclaimed water irrigation system was designed. This
project was installed in 1990 for approximately $100,000.
BEACH BOULEVARD MEDIANS, CITY 'OF BUENA PARK
In conjunction with IWA Engineers, we have designed new median
island plantings which continue the theme found along Beach Blvd.
in the City of Buena Park. These plans were designed following
Caltrans standards, setbacks, and requirements. New bus turn -outs
were also designed and several existing commercial and retail
sites had minor The project is pending proposition funding and
should be completed in 1992. The estimated construction cost is
$200,000.

WHITTIER BOULEVARD MEDIAN ISLANDS, CITY OF MONTEBELLO
Mike worked with the Public works Department, Los Angeles County
and Caltrans to design new median island landscaping within the
City of Montebello business district. The Business District
Association also took part in the design.planning. Mike helped
coordinate all the design requirements of the different agencies
and helped prepare plans to meet a tight design time frame in
order to make Federal funding. Stamped colored concrete, turf
areas, palm trees and drought tolerant, colorful plant materials
were used. Each -business was taken into consideration, as well*as
the necessary set backs. This project should be constructed
during the 1992 year with a budget of $180,000.
91/605 FREEWAY LANDSCAPING, CITY OF CERRITOS
The City of Cerritos has been planning for several years to
landscape the 91/605 freeway intersection and the remaining
Caltrans right of way areas still unlandscaped. Mike assisted the
City and Caltrans in preparing conceptual landscape plans. The
City of Cerritos is very concerned about this area as it is a
major intersection and a gateway to the very important Mall and
Auto Center. Caltrans has very strict planting guidelines and is
contemplating the project. Cerritos has.plans for extending its
reclaimed water supply lines to meet the irrigation needs for this
large area during these drought years. The project will probably
be phased over the next 5 years and around freeway expansion
projects. Approximately 3 million dollars is being contemplated
for this project which could start in the next two years.

been an important part of Tustin history for several generations,
and Brent has been one of the most reliable, dependable, sincere
and hardworking members on our board for the last five years.

should you not have qualified people to apply or re -apply for the open
positions.
Since t: have a current situation going on in the downtown area, I
sulgeou, that if appointed, I not be eligible for service until November. That
s if y eel some issue regarding my house move would ever come before
the Committee for review and input to the Cit Council. Otherwise I could
serve upon appointment. y
As to my qualifications, I think it is well known that I was one of the
original organizers of ,the TRUST group who fought to keep the
neighborhood strictl residential, and continued to fight for that cause after
being appointed a Planning Convnissioner. I have a ver strop desire to
maintain the area as Is, and support the Cultural Overlay District in any
way possible.
