SUBJECT: DESIGN REVIEW 92-037 (COLUMBUS TUSTIN PARK GYMNASIUM)
RECOMMENDATION
It is recommended that the Redevelopment Agency take the following
actions:
1. Approve the Environmental Determination for the project
by adopting Resolution No. 92-12;
2. Approve Design Review 92-037 by adopting Resolution No.
RDA 92-13, as submitted or revised; and
3. Authorize the commencement of working drawings for the
project.
BACKGROUND
On July 16, 1992, the Parks and Recreation Commission reviewed and
approved the proposed gymnasium improvements. A copy of the staff
report has been included as Attachment A. Pursuant to the Parks
and Recreation Commission direction, the Community Services
Department has submitted all pertinent documentation to the
Community Development Department for consideration by the Planning
Commission and Redevelopment Agency.
On August 24, 1992, the Planning Commission adopted Resolution No.
3074 approving Conditional Use Permit 92-029 and recommending to
the Redevelopment Agency approval of Design Review 92-037
authorizing the construction of a new 16,000 square foot gymnasium
and related site improvements on the property located at 14632
Prospect Avenue. A copy of Resolution No. 3074 has been included
as Attachment B.
The subject property is part of the Columbus Tustin 'Park site,
located at the southeast corner of Prospect Avenue and Beneta Way
and maintains a P & I (Public and Institutional District) zoning
designation. The project site is also located within the Town
Center Redevelopment Project Area requiring final design review
approval of �.he proposed site improvements by the Redevelopment
Agency.

The subject project is the final phase (Phase 2b) of the
development anticipated by the adopted master plan fo,rethe site and
the improvements to the park site were scheduled and anticipated to
be funded by the Tustin Redevelopment Agency as identified in the
Second Amendment to the Amended Redevelopment Plan for the Town
Center Redevelopment Project area. Phase 1 of the project was
completed in 1986 and provided softball fields, lighting, a
restroom/maintenance building, and a small parking lot. Phase 2a
of the project was completed in April, 1992 and provided storm
drain improvements, expansion of the parking lot area, new
landscaping and a play area.
DISCUSSION
Submitted plans propose construction of a 16,000 square foot
gymnasium on the remaining northeast portion of the park site,
adjacent to Beneta Way. The improvements include a full-size court
gymnasium with pull-out seating accommodating 200 persons, restroom
and locker facilities, storage rooms, 2,700 square feet of multi-
purpose/instructional rooms, and an outdoor patio/trellis area
included as an alternate bid item if funds are available.
Ingress/egress and parking lot improvements are existing and were
designed to serve the gymnasium. One additional driveway will be
provided for use by service vehicles only accessible from Beneta
Way.
The proposed architectural style is functional in design and is
appropriate for the type of use proposed. The design utilizes a
variety of angles and roof pitches adding interest and breaking up
the building mass, especially along the west and north elevations.
While the maximum height of the proposed structure is not
anticipated to exceed 36 feet (at its tallest point), portions of
the building will be considerably less in height (ie: classroom
areas) .
Finish materials propose an overall tan colored concrete block with
a warm brown accent colored concrete block. A condition of
approval has been included in Planning Commission Resolution No.
3074 requiring one of the blocks to be of a split -face type and
that both materials have a graffiti resistant protective surface.
Window and door glazing will be tinted and framed in brown
aluminum. A dark brown concrete roof -tile is also proposed. A
material board will be available for the Agency's consideration
during the meeting.

Pursuant to Council direction, the Community Services staff ,.the
Project Manager, and the Architect met in February to discuss
program expectations for the facility. Plans are to develop a
multipurpose activity gymnasium with large classrooms. The
facility will use movable partitions wherever possible. An outdoor
picnic shelter, should the budget allow, may be implemented to
accommodate rentals and day camps.
Staff has identified new and existing user programs thacould be
held in the facility. A comprehensive analysis of,, -the current
contract class offerings has been completed. The Project Manager
held a meeting on March 26, with the Community Services staff,
contract instructors and the Architect. The Architect solicited
input regarding the floor plan, anticipated functions, and
amenities for the proposed facility.
The City holds the philosophy that services should not be
duplicated. Staff is sensitive to other established user programs
when planning activities, especially the Boys and Girls Club, since
they own one of the few gymnasiums in the area. In addition, staff
will work.to accommodate the School District whenever possible.
The Architect and staff have worked to prepare a design using the
basic elements developed by the Columbus Tustin Task Force. Staff
has investigated other City -owned gymnasiums in Orange County and
surveyed those facilities to gather information regarding fees,
operations and maintenance concerns. Staff found -that shower rooms
were rarely used, expensive to maintain, and in many cases proved
to be an unnecessary liability. Therefore, no showers will be
included in the plans for the gymnasium. The savings from
eliminating the shower rooms can be used to increase the size of
the classrooms. The School District staff has notified the
Community Services staff that by September 1993, the High School
will need additional space. The District intends to take back at
least half of the 6,000 square feet of classroom space leased by
the City to provide most of tjie Department's youth classes and
programs. With the additional classroom space provided at the
gymnasium, the loss of classrooms at Lambert won't affect the
Department's ability to continue providing youth programs.
The final draft of the Architect's building program (Attachment A)
is based on the combined input of potential user instructors, the
original master plan data developed by the Task Force, and City
staff. This program process revealed that the facility needs a
main gymnasium capable of division into two smaller gymnasiums, a
large mat room capable of division into three smaller classrooms,
rest rooms with access to locker rooms, a centralized office area,
and a large storage area to serve the gymnasium and classrooms.
The original budget was based on a 14,000 square foot facility with
small shower facilities. Working with site and budget constraints,

the Architect was able to develop a
program for a 16,000 square
foot building within the same budget
by eliminating the showers,
and using the minimum size gymnasium for a championship basketball
court with seating for 200 spectators.

The project cost estimate from the
Architect is based on the
schematic plans. As previously stated, this design. is estimated to
be within the current budget. A breakdown follows:

Following the Commission's review and
discussion of the information
presented, staff will contact the Columbus Tustin Task Force to
continue the design review process with the Parks and Recreation
Commission by convening a workshop.
At the workshop, the Task
Force will be given an overview of the project and set a meeting
schedule with the Architect to discuss the finishing touches for
the building.
Once the design is reviewed by the Commission and the Task Force,
the project will be forwarded to the Planning Commission for the
Conditional Use Public Hearing. It is expected that the Council
could approve the Conditional Use Permit and authorize working
drawings as early as September. A copy of the Park Design Flow
Chart (Attachment C) is attached.
Staff will provide the Commission and the City Council a cost
analysis of maintenance and operation before the construction
proceeds. The Architect and Project Manager will be in attendance
at the meeting to discuss the design program and address any
concerns the Commission may have.

CONDITIONS OF APPROVAL
RESOLUTION NO. 3074
GENERAL
(1) 1.1 The proposed project shall substantially conform with the
submitted plans for the project date stamped August 24,
1992, on file with the Community Development Department,
as herein modified, or as modified by the Zirector of
Community Development Department in accordance with

Exhibit. The Director of Community Development may also
approve minor modifications during plan check, if found
to be consistent with the intent of the conceptual plans
and consistent with all applicable development standards.

fire extinguishing system shall be approved by
the Fire Chief. These details shall include
width, clear height, and means of emergency
over -ride.
3. All drives 28 feet or less in width shall be
posted as "No Parking/Fire Lane."

(1) F. Note on final plans that a six foot high chain
linked fence shall be installed around the pad
location for the gymnasium prior to building
construction stages. Gated entrances shall be
permitted along the perimeter of the, site for
construction vehicles.
(1) G. The service road access shall be designed in
accordance with the construction standards for
private streets pursuant to Section 3.1 for
pavement thickness specifications as listed in the
City's adopted Construction Standards for Private
Streets, Storm Drain and On -Site Private
Improvements. Standard section details B102 and
B103 should be utilized and modified as necessary
subject to review and approval by the Community
Development Department.
LANDSCAPING, GROUNDS AND HARDSCAPE ELEMENTS
(6) 3.1 Submit at plan check complete detailed landscaping and
irrigation plans for all new landscaping areas proposed
on the site consistent with adopted City of Tustin
Landscaping and Irrigation Submittal Requirements.
Provide summary table applying indexing identification to
plant materials in their actual location. The plan and
table must list botanical and common names, sizes,
spacing, actual location and quantity of the plant
materials proposed. Show planting and berming details,
soil preparation, staking, etc. The irrigation plan
shall show location and control of backflow prevention
devices, pipe size, sprinkler type, spacing and coverage.
Details for all equipment must be provided. Show all
property lines on the landscaping and irrigation plan,
public right-of-way area, sidewalk widths, parkway areas,
and wall locations. The Community Development Department
may request minor substitutions of plant materials or
request additional sizing or quantity materials during
plan check. Note on landscaping plan that coverage of
landscaping irrigation materials is subject to field
inspection at project completion by the Community
Development Department.
(6) 3.2 The submitted landscaping plans at plan check must
reflect the following requirements, either incorporated
into the design and/or construction or included as notes:

A. Provide a minimum of one 15 gallon size tree for
every 30 feet of property line on the property
perimeter and five 5 gallon shrubs.
B. Shrubs shall be a minimum of 5 gallon, size and
shall be spaced a minimum of 8 feet on,center when
intended as screen planting.
C. Ground cover shall be planted between 8 to 12
inches on center.
D. When 1 gallon plant sizes are used the spacing may
vary according to materials used.-. , .-
E. All plant materials shall be installed in -a healthy
vigorous condition typical to the species and
landscaping must be maintained in a 'neat and
healthy condition. This will include but not be
limited to trimming, mowing, weeding, removal of
litter, fertilizing, regular watering, or
replacement of diseased or dead plants.
(6) 3.3 Provide details, colors, and materials for all exterior
walkways, stairs and walls. Design all walkways to
create a reinforced pedestrian corridor with accessory
landscaping treatment subject to review and approval by
the Community Development Department.
(6) 3.4 Indicate lighting scheme for project, note locations of
all exterior lights and types of fixtures. No lights
shall be permitted which may create any glare or have a
negative impact on the residential properties. The
location and types of lighting shall be subject to the
approval by the Community Development Department.
(6) 3.5 Applicant shall submit a complete sign program, including
directionals and building identification. Additionally,
a note and detail shall be provided at plan check
submittal specifying that the additional access road from
Beneta Way to the property is "For Service Vehicles
Only." All sign types, materials and finishes shall be
submitted for review and approval by the Community
Development Department.
ARCHITECTURE
(4) 4.1 Applicant shall submit revised material samples to
specify one of the block types as a split -face finish
subject to the review and approval of the Community

Development Department and the Assistant City Manager's
assessment of budget availability. Specif ications at
plan check submittal shall reflect materials call -outs on
all elevations and applicable details and notes added
indicating that all block surfaces shall be.protected
with a graffiti resistant finish and/or material.
(4) 4.2 Applicant shall submit at building plan check the actual
design, including material specifications, for the
outdoor patio/trellis area pursuant to the alternate bid
criteria subject to the review and approval by the
Community Development Department.
NOISE
(1) 5.1 All construction operations including engine warm up
(2) shall be subject to the provisions of the City"of Tustin
Noise Ordinance and shall take place only during the
hours of 7:00 a.m. until 6:00 p.m., Monday through
Friday, or other times that the Building Official
determines will be in substantial conformance with the
Noise Ordinance and that the public health and safety
will not be impaired, subject to application being made
at the time and permit for the work is awarded or during
progress of the work.
ADA TRANSITION PLAN REQUIREMENTS
(5) 6.1 All signage for the gymnasium pad and for the parking lot
area shall be upgraded with the International Symbol of
Accessibility as appropriate to direct users to
accessible routes subject to the review and approval by
the Community Development Department.
(5) 6.2 A re -striping plan shall be submitted to provide
accessible paths of travel and spaces at both ends of the
parking lot. Additionally one van accessible space shall
be provided.
(5) 6.3 An appropriate number of litter receptacles shall be
replaced to comply with ADA requirements subject to the
review and approval by the Community Development
Department.
(5) 6.4 Existing ramps at Beneta Way and the parking lot area
shall be upgraded to current code/standards. Details
shall be submitted for review and approval by the
Community Development Department.

(5) 6.5 A new ramp shall be installed to replace existing ramps
at the intersection of Beneta Way and Prospect Avenue
upgraded to current codes and standards. This ramp
construction and details shall be included in the off-
site plan check submittal and shall be subject to the
review and approval by the City Enginpel- and the
Community Development Department.
FEES
(1) 7.1 Prior to issuance of any building permits payment shall
be made of all required fees including:
A. Orange County Sanitation District No. 7 .fees to the
Sanitation District.
B. School facilities fee to the Tustin Unified School
District or proof of a release from payment of any
fee.
C. East Orange County Water District fees to the water
district.

ENVIRONMENTAL IMPACT REPORT (EIR 88-2) FOR THE
SECOND AMENDMENT TO THE AMENDED REDEVELOPMENT
PLAN FOR THE TOWN CENTER REDEVELOPMENT PROJECT
AREA IS ADEQUATE TO SERVE AS THE PROGRAM.. EIR
FOR DESIGN REVIEW 92-037 AND ALL FEASIBLE
MITIGATION MEASURES HAVE BEEN INCORPORATED AS
REQUIRED BY THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT. `
The Redevelopment Agency of the City of Tustin does
hereby resolve as follows:
I. The Redevelopment Agency finds and determines as
follows:
A. That Design Review 92-037 is considered a
"project" pursuant to the terms of the
California Environmental Quality Act; and
B. That the project is covered by a previously
certified Final Environmental Impact Report
(88-2) for the Second Amendment to the Amended
Redevelopment Plan for the Town Center
Redevelopment Project area which serves as a
Program EIR for the proposed project.
II. The Second Amendment to the Amended Redevelopment
Plan for the Town Center Redevelopment Project area
Final Environmental Impact Report (88-2),
previously certified on December 5, 1988, was
considered prior to approval of this project. The
Redevelopment Agency hereby finds: this project is
within the scope of the Second Amendment to the
Amended Redevelopment Plan for the Town Center
Redevelopment Project area previously approved; the
effects of this project, relating to grading,
drainage, circulation, public services and
utilities, were examined in the Program EIR. All
feasible mitigation measures and alternatives
developed in the Program EIR are incorporated into
this project. The Final EIR, is therefore
determined to be adequate to serve as a Program EIR
for this project and satisfies all requirements of
the California Environmental Quality Act. Further,
the Redevelopment Agency finds the project involves
no potential for any adverse effect, either
individually or cumulatively, on wildlife
resources; and, therefore, makes a De Minimis
Impact Finding related to AB 3158, Chapter 1706,
Statutes of 1990.

which mitigates any potential significant

The Redevelopment Agency of the City of Tustin does
hereby resolve as follows: ,r
I. The Redevelopment Agency finds and determines as
follows:
A. Pursuant to the adopted Town Center
Redevelopment Plan, the Redevelopment Agency
shall approve all site plans and architectural
designs of any project proposed within the
Redevelopment Agency Project Area.
B. That a proper application, Design Review 92-
037, has been filed by the City of Tustin
Community Services Department requesting
authorization to construct a new 16,000 square
foot gymnasium and related site improvements
on the property located at 14632 Prospect
Avenue.
C. That the Planning Commission has recommended
to the Redevelopment Agency approval of Design
Review 92-037 by adopting Resolution No. 3074,
at their meeting held on August 24, 1992..-
D. Pursuant to Section 9272 of the Tustin
Municipal Code, the Redevelopment Agency finds
that the location, size, architectural
features and general appearance of the
proposed development will not impair the
orderly and harmonious development of the
area, the present or future development
therein, or the occupancy as a whole. In
making such findings, the Redevelopment Agency
has considered at least the following items:

Height, bulk and area of buildings.
2.
Setbacks and site planning.
3.
Exterior materials and colors.
4.
Type and pitch of roofs.
5.
