RECOMMENDATION

BACKGROUND
At the Town Hall meeting on August 25th, a resident asked why trees
were removed in conjunction with the Civic Center Expansion
Proj ect .
The tree removal program for the Civic Center Project was
recommended by the Landscape Architect for the project, after
extensive review with the City's Field Services division. The
majority of the trees on the site were of the ficus benjamina
species and were resulting in severe damage to existing facilities
such as curb and gutter work and pavement sections. The proposed
additional square footages to be added to the Civic Center site
also necessitated significant alteration of existing parking areas
to meet the City parking requirements and to accommodate the
library's desire to provide parking in closer proximity to the
library entrance., In addition, the original location of the
majority of trees removed from the site also placed a constraint on
the City's ability to construct new parking facilities to current
parking standards without liability issues and future maintenance
issues.
According to the City's landscape architect those trees to be
removed would have had a survival rate of less than 20% and the
cost of transplanting them would have been significantly higher
than one to one replacements. It should be pointed out that
wherever feasible, large specimen size trees have been retained on
the site and will be incorporated into future landscaping areas on
the site.
