HUSTON, CITY MANAGER FROM: COMMUNITY SERVICES DEPARTMENT SUBJECT: SPORTS PARKS MASTER PLAN TASK FORCE RECOMMENDATION: Pleasure of the Council. BACKGROUND: At the August 3, 1992, meeting the City Council awarded the contract for design services for the Sports Park Master Plan. Staff is ready to begin the design process and is asking the Council to review the Park Design process. The Park Design process utilizes input from potential facility users and interested citizens to design parks and recreation facilities. This process has been in practice since the early 1980's with the development of the Columbus Tustin Master Plan. The process was reaffirmed by the Council in 1990. A copy of the Park Design Flow Chart is attached (Attachment A). Staff has been contacted by various interested and concerned people who want to be involved on the task force. Staff has assured them that they would be contacted when the design process of the Sports Park is ready to begin. Because of the nature of the park, all of the community sports organizations will be contacted as well. A copy of the interested parties is attached for the Council's review (Attachment B). When the task force is convened by the Parks and Recreation Commission, all those listed will be invited to attend the meeting. Besides the mailing, newsreleases inviting any interested parties are sent to the local newspapers. Notices are also sent to property owners in neighborhoods next to the park. Staff feels that the process is an excellent way to design facilities and gain support in the community for projects. Parks and recreation facilities should be designed by those who will be using them and by those most affected by the development. This process has a successful, proven track record. The Senior Center, Columbus Tustin Park and Laurel Glen Park all have been designed using the process. If the Council. approves the plan to proceed, staff will recommend to the Parks and Recreation Commission to convene a task force and begin the process. The Brown Act requires 72 hours notice for posting of agendas. The September 17 meeting is the earliest Parks and Recreation Commission meeting this item could be agendized. Following the Commission action, notices would be sent and the task force could begin meeting the first part of October. Staff looks forward to any input the Council might have and is eager to begin the project. Susan M. Jones, Christine A.
