HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: TUSTIN BUSINESS PROMOTION COMMITTEE In response to Councilperson Potts' request, staff has prepared a status update on the Tustin Business Promotion Committee. The Tustin Business Promotion Committee was formed in response to the Tustin Chamber of Commerce's concern regarding methods of improving the business climate in the City. Three meetings have been held to date, March 23, 1992, April 13, 1992 and May 28, 1992. The next meeting was scheduled for August 11, 1992 but was cancelled and rescheduled for September 10, 1992. Members of the Committee include two Planning Commissioners, Mayor Pontious, two Community Development Department staff members and representatives from the Tustin business community. At their first meeting, the Committee established an objective which was Tustin business promotion and defined problems and needs with the ultimate intent of development of an overall strategic plan for business retention and attraction. The first problem tackled by the Committee has been freeway closures and detours. The Committee started developing solutions and strategies for dealing with the impacts of freeway closures and detours and their effect on businesses. As an outcome of the Committee' s. concerns, the Community Development Department prepared an amendment to modify the Tustin City Code to permit more flexible time periods and processing for temporary advertising signs. The Council approved the code amendment on May 4, 1992. Two representatives from Caltrans were also invited to attend the second meeting on April 13, 1992. The Committee asked questions of the representatives and shared some suggestions for easing the strain and confusion for businesses during the remainder of the freeway construction period. Caltrans representatives agreed to develop a Question and Answer fact sheet for distribution to the public. Working their way down the list of previously defined problems, the focus of the May 28, 1992 meeting was on methods of promoting Tustin businesses as well as further discussion on Cal Trans freeway construction impacts. A subcommittee had been previously formed to develop news articles and promotional brochures. The Chamber discussed preparing a City Council Report Tustin Business Promotion Committee August 17, 1992 Page 2 quarterly brochure as an insert in the "Tustin Today" magazine. The Community Development Department, with the assistance of the Finance Department, prepared and presented a flyer for the Chamber to distribute to businesses which showed how sales tax dollars are used to finance City operations, maintenance improvements and recreation programs (a copy of the brochure is attached). Since the May 28th meeting, the flyers have been.completed, printed and distributed to the Chamber and forwarded to the Council and are also made available at the City Hall offices. Another advertising method discussed by the Committee was the purchase of a large canvas banner which could be hung on the Main Street poles when they weren't being used to advertise an event. The banner would promote shopping in Tustin; the exact wording is still to be determined. The Committee recommended a contest to determine the slogan, and also discussed how the banner cost (approximately $400) would be funded. Mr. Phil Cox announced his "Clean Up Downtown Tustin" day, and requested attendance by representatives of the Chamber and the City. It should be noted that the clean-up was a success and did take place on May 31st with staff from the Public Works Department assisting. Lastly, the Committee discussed the Cal -Trans construction activity and Cal Trans detour signs and the affect this was having on local businesses. Cal Trans had previously agreed to prepare a Question & Answer ( Q & A) fact sheet which responds to the most frequently asked questions. Although not available at the May meeting, Cal Trans finally did complete the Q & A sheet in July. The Q & A sheet was forwarded to the Chamber for distribution and is also available at City Hall. The next meeting of the Committee has been scheduled for September 10, 1992. Staff will be prepared to respond to any follow-up questions. 1 Westfielffi Christine A.
