SUBJECT: AUTHORIZATION TO. REQUEST BIDS FOR WATER SCADA SYSTEM
RECOMMENDATION:
That the Tustin City Council, at their meeting of August 3, 1992, authorize the Mayor and City
Clerk to solicit bids for a Supervisory Control and Data Acquisition (SCADA) system for the
City's water distribution network.
BACKGROUND:
The existing equipment which monitors Water Service facilities (i.e., wells, reservoirs booster
pumps, etc.) is outdated and unreliable. Repairs are also difficult and expensive. The SCADA
system would provide an updated and more reliable means of monitoring and controlling the
water system. It will also have the capacity to store and print out data which would provide
information for water management and operations. This new equipment would also reduce the
man-hours required to check facilities after-hours..
The City, as directed by Council, contracted with Alexander Engineers, Inc. to prepare plans
and specifications for the SCADA system, which are now complete and ready for bid.
DISCUSSION:
The Engineer's estimate for completion of this project is $327,600. There is currently a
$184,000 project balance available in the Water Division Capital Improvement Program for
1991-92 with an anticipated supplemental appropriation in the 1992-93 Budget to bring the total
to $214,267. The bid package has been structured so that items can be deleted and the project
can be constructed in two phases in order to comply with budget limitations. Additionally, given
the current bidding climate, prices may be less than expected. In any event it will be necessary
to provide additional funding for completion of this project in the future.
