SUBJECT: AMERICANS WITH DISABILITIES ACT TRANSITION PLAN
RECOMMENDATION
It is recommended that the City Council receive and file the
Transition Plan prepared for compliance with the Americans with
Disabilities Act (ADA).
BACKGROUND AND DISCUSSION
Pursuant to the ADA, the City must have prepared by July 26, 1992,
a Transition Plan (Plan) containing an inventory of all public
facilities, including sidewalks, handicap ramps, and public
buildings, and identifying physical architectural obstacles that
may limit access to City programs, activities, and facilities.
Based on this inventory, 'a schedule was to be prepared for
inclusion in the Plan of capital improvements and other
modifications necessary to remove and/or mitigate the identified
barriers.
The City Council, at their May 4, 1992 meeting, approved an
agreement with Cardoza-DiLallo-Harrington, for the preparation of
the Plan. At this time, the Transition Plan has been completed
pursuant to ADA guidelines. All of the information required has
been incorporated into the Plan, including the facilities
inventory, identification of the measures necessary to correct any
identified barriers, and subsequent time schedules. As written,
the ADA requires implementation of the Plan to be completed by
January 26, 1995.
With the Transition Plan completed, staff is also conducting a
self-evaluation of all City sponsored programs, activities,
practices and services as required by ADA. This review will
identify any programmatic barriers to participation, such as the
possibility of providing information in braille for the vision
impaired or sign language interpreters for the hearing impaired.
This self-evaluation process must be completed by January 26, 1993.
CONCLUSION
The ADA Task Force, comprised of representatives from each City
department, worked closely with the consultant to complete the
Transition Plan in order to insure its compatibility with existing
American with Disabilities Act Transition Plan

City programs and policies. The document is currently being
circulated for public input, including input from organizations
representing individuals with disabilities. Any comments received
will be evaluated and incorporated into the Plan when as
appropriate, by January 26, 1993.
