BACKGROUND At their meeting on May 18, 1992, the City Council directed staff to advertise for residents interested in serving on the Planning Commission, Parks and Recreation Commission, and the Cultural Resources Committee to fill term expirations occurring July 20, 1992. Multiple advertisements were published in the Tustin News and Tustin Weekly during the month ' of June, with a June 30th deadline for submitting applications. To date, applications have been received from the following individuals and their applications/resumes are attached for City Council review: For Planning Commission: Lucien Bone, Jr.; Helen Edgar; Barbara Ferguson; Jeannie Jackson; Marjorie Kasalek; Casper Kasparian; Nanette Lunn; and William Stracker. MGIANUS PARK, Culver City This park is an existing neighborhood park off Washington Blvd. and Roberts Street in Culver City. The area is in need of rehabilitation and upgrading. We worked with the City Council, Redevelopment Agency and the neighborhood residents to come up with an acceptable plan that everyone was satisfied with and one that fit the budget parameters of $1,000,000. RE MTION PARK, Monrovia Environmental Images prepared the landscape plans for the Recreation Park Improvement Project. The park, located at Shamrock and Olive Avenues in Monrovia, was in need of refurbishment. We designed a new group picnic area with modern tables, BBQs and an overhead structure. The plans also include a new tot lot area with innovative and colorful state-of-the-art play equipment and location of a future wading pool. EL DORADO LAKE, Long Beach For the city of Long Beach, the firm provided landscape architectural plans for the stabilization and beautification of El Dorado Lake. The plans include a walkway around the lake, several viewing areas, a boat launch platform, pedestrian bridges, a new irrigation system, and the addition of plant material. The existing Pump Station House was part of the renovation, needing new concrete paving, fencing and a retaining wall. The existing plant material was removed and new, smaller shrub material planted to help with a severe erosion problem and help with maintenance of the area. The lake is within El Dorado Park on Spring Street at the 605 Freeway. The project was constructed the summer of 1988 at a total cost of approx. $350,000. This design included a new entry theme for the City 01 Huntington Beach and the Huntington Center Mall extension. Enhanced visibility and signage issues were considered as well as meeting Caltrans right-of-way guidelines. The project budget was estimated to be approximately 2 million dollars. A scaled model was built along with a picture exhibit and conceptual sketches. The city is currently presenting this design to the Council, neighboring cities and Mall management. ARTESIA BOULEVARD BUSINESS DISTRICT, CITY OF REDONDO BEACH Environmental Images is working in conjunction with IWA.Engineers and the City of Redondo Beach to complete Computer Generated AutoCadd/Landcadd construction drawings for the existing business district along Artesia Boulevard. The design approach will use palm trees, flowering accent trees, new bus shelters, street furniture and street signage, thus tying the successful Mall in with the older business district. Since Artesia Boulevard is within Caltrans right-of-way, we will be working closely within Caltrans standards while creating design elements pleasing and unique to the City of Redondo Beach. The design budget is approximately 2.5 million dollars, and construction will begin early 1992. VALLEY BOULEVARD MEDIANS AND PARKWAYS, CITY OF COLTON The City of Colton Redevelopment Agency and Environmental Images completely redesigned the Parkways and Median Islands within the downtown business district. A series of undulating walkways with colorful drought tolerant plant material was introduced to promote more pedestrian movement. Several variety of palm trees were used to line the streets and accent the median islands. Areas were also designed for entry and street sign identification. This design will be used as a guideline for future redevelopment projects within the downtown business district. The construction budget is approximately $200,000 for this first phase and could include another $200,000 with specially designed intersection and signalization treatments. The existing condition of the median islands at their major intersection downtown next to City Hall,was very unsightly with rootbound Ficus trees and a lot of green colored concrete. A new planting palette with drought tolerant palm and shrub species was introduced. Flowering ground cover was also added as well as new colored stamped concrete service walks. A new state of the art irrigation system was also designed. This project will help ameliorate the 'downtown area and accentuate the City Hall. The construction budget will be approximately $200,000 and is pending budgetary approval. HILLTOP AND RECREATION PARRS, CITY OF EL SEGUNDO The new City Recreation and Parks Department is renovating two of its downtown park facilities. Environmental Images is designing and retrofitting these facilities with new state of the art equipment to provide more efficient and effective water coverage and conservation. Picnic facilities, athletic fields and recreation areas will be included in this project. The construction budget for these two parks is estimated at $150,000 and construction will be phased around the year round activities. 405/SLAUSON AVENUE MEDIANS AND UNDERCROSSINGS, CITY OF CULVER CITY Environmental Images designed several median, parkways, and freeway undercrossing landscape areas in the City of Culver City. These areas were an eyesore from the business and retail centers to a major residential area. Flowering drought tolerant species were planting and new irrigation was installed. Colored stamped concrete and shade tolerant plant material 'was designed for the extreme isolation areas under the freeway. This project was installed for around $145,000 and was completed in 1989. 2 CITY RESIDUAL PARKING LOTS, CITY OF CULVER CITY Continuing our professional relationship with the City of Culver City, we were asked to design parking lot landscaping for several empty lots within the City limits. These areas were an eyesore and a place for debris and vandalism. Much needed parking areas were designed within extremely tight city and county guidelines. These three parking lots will be constructed during the 1992 year for approximately $90,000. WINDJAMMER ROAD SOUND BUFFER AND CALTRANS RIGHT-OF-WAY, CITY OF CERRITOS Environmental Images designed landscape plans for a 2 acre site within the Caltrans right of way and the City of Cerritos near the 91/605 interchange. These two areas were coordinated with the construction of a new sound wall. Low maintenance plant material within the Cerritos freeway corridor and the Caltrans palette were used and a reclaimed water irrigation system was designed. This project was installed in 1990 for approximately $100,000. BEACH BOULEVARD MEDIANS, CITY 'OF BUENA PARK In conjunction with IWA Engineers, we have designed new median island plantings which continue the theme found along Beach Blvd. in the City of Buena Park. These plans were designed following Caltrans standards, setbacks, and requirements. New bus turn -outs were also designed and several existing commercial and retail sites had minor The project is pending proposition funding and should be completed in 1992. The estimated construction cost is $200,000. 3 WHITTIER BOULEVARD MEDIAN ISLANDS, CITY OF MONTEBELLO Mike worked with the Public Works Department, Los Angeles County and Caltrans to design new median island landscaping within the City of Montebello business district. The Business District Association also took part in the design planning. Mike helped coordinate all the'design requirements of the different agencies and helped prepare plans to meet a tight design time frame in order to make Federal funding. Stamped colored concrete, turf areas, palm trees and drought tolerant, colorful plant materials were used. Each -business was taken into consideration, as well as the necessary set backs. This project should be constructed during the 1992 year with a budget of $180,000. 91/605 FREEWAY LANDSCAPING, CITY OF CERRITOS The City of Cerritos has been planning for several years to landscape the 91/605 freeway intersection and the remaining Caltrans right of way areas still unlandscaped. Mike assisted the City and Caltrans in preparing conceptual landscape plans. The City of Cerritos is very concerned about this area as it is a major intersection and a gateway to the very important Mall and Auto Center. Caltrans has very strict planting guidelines and is contemplating the project. Cerritos has plans for extending its reclaimed water supply lines to meet the irrigation needs for this large area during these drought years. The project will probably be phased over the next 5 years and around freeway expansion projects.
