CALL TO ORDER/PLEDGE OF ALLEGIANCE
The meeting was called to order by Mayor Potts at 7:0O'pJm. at the
Council Chambers, 300 Centennial.Way, Tustin, California. The
Pledge of Allegiance was led by Councilmember Thomas.
INVOCATION
The Invocation was given by Rev. John Hanisch, Red Hill Lutheran
Church.

PUBLIC HEARING - None
PUBLIC INPUT
1. CONDITION OF SOUTH "C" STREET
Chris Johnson, 14071 South "C" Street, Tustin stated that the
street, curb, and gutter conditions in a one block section of
"C" Street were deplorable and requested immediate action to
repair the area.
Robert Ledendecker, Director of Public Works, stated staff
would investigate and submit a report at the December 6, 1993
Council meeting.
CONSENT CALENDAR
It was moved by Potts, seconded by Thomas, to add Consent Calendar
Item No. 11. Motion carried 5-0.

Items No. 1 and 3 were removed from the Consent Calendar by Mayor
Potts. It was moved by Thomas, seconded by. Potts, to approve the
remainder of the Consent Calendar as recommended by staff. Motion
carried 5-0.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of
$5,203,205.41 and ratify Payroll in the amount of
$319,529.20.
4. COOPERATIVE AGREEMENT NO. D93-145 WITH THE COUNTY OF ORANGE
TO PROVIDE FOR THE SLURRY SEAL OF VARIOUS STREETS
Recommendation: Authorize the Mayor and City Clerk to
execute subject Cooperative Agreement as recommended by the
Public Works Department/ Engineering Division.
5. RESOLUTION NO. 93-128 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN,CALIFORNIA, APPROVING FINAL TRACT MAPS
14784 AND 14837
Recommendation: Adopt Resolution No. 93-128 approving
Final Tract Maps 14784 and 14837 as recommended by the
Community Development Department.
6. ACCEPTANCE OF PUBLIC IMPROVEMENTSANDTHERELEASE OF BONDS FOR
TRACT NO. 13796
Recommendation: Authorize the release of the following
bonds for the indicated amounts: Faithful'Performance Bond
No. 111270 06 150, $216,500.00; Labor and Materials Bond
No. 111270 06 150, $108,250.00.; and Monumentation Bond No.
111270 06 168, $7,075.00 as recommended by the Public Works
Department/Engineering Division.
7. RELEASE OF DUPLICATE BONDS FOR PARCEL MAP NO. 91-265
Recommendation: Authorize the release of the following
bonds for the indicated amounts: Monumentation Bond No.
3574792600, $11,500.00; and Subdivision Warranty Bond No.
3574792500, $54,764.85 as recommended by the Public Works
Department/Engineering Division.
8. ASSET FORFEITURE APPROPRIATION
Recommendation: Appropriate $60,000.00 from the Asset
Forfeiture Trust Fund for purchase of specified equipment
for the Police Department as recommended by the Police
Department.
9. REJECTION OF CLAIM NO. 93-41 - CLAIMANT, WILLIAM TOOHEY; DATE
OF LOSS, 9/1/93; DATE FILED WITH CITY, 9/14/93
Recommendation: Reject subject claim for property damages
in the amount of $568.82 as recommended by the City
Attorney.
10. RESOLUTION NO. 93-127 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR
BIDS FOR THE TUSTIN SPORTS PARK
Recommendation: Adopt Resolution No. 93-127 and direct the

City Clerk to advertise for bids for the Tustin Sports Park
as recommended by the Community Services Department.
11. RESOLUTION NO. 93-129 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA, RECOGNIZING DECEMBER 1, 1993,
AS WORLD AIDS DAY
Recommendation: Adopt Resolution No. 93-129 recognizing
December 1, 1993, as World Aids Day.
CONSENT CALENDAR ITEM NO. I - APPROVAL OF MINUTES - NOVEMBER 1,
1993 REGULAR MEETING
Mayor Potts requested approval of the Minutes be discussed during
Closed Session.
It was moved by Potts, seconded by Saltarelli, to approve the City
Council Minutes of November 1, 1993, during Closed Session.
Motion carried 5-0.
CONSENT CALENDAR ITEM NO. 3 - REJECTION OF CLAIM NO. 93-34 -
CLAIMANT, NANCY SOLANO; DATE OF LOSS, 1/25/93; DATE FILED WITH
CITY, 7/21/93
Mayor Potts requested the City Attorney submit a report containing
detailed information on this matter at the December 6, 1993
Council meeting.
It was moved by Potts, seconded by Thomas, to reject subject claim
for property damages in the amount of $6,000.00.
Motion carried 5-0.

REPORTS
1. PLANNING COMMISSION ACTION AGENDA - NOVEMBER 8, 1993
It was moved by Puckett, seconded by Pontious, to ratify the
Planning Commission Action Agenda of November 8, 1993.
Motion carried 5-0.

OTHER BUSINESS
1. DINOSAUR DASH
Councilmembers Pontious and Thomas commented on the Dinosaur
Dash and commended supporters and volunteers.
TYPOGRAPHICAL ERROR - SPORTS PARK BID PACKAGE
Mayor Pro Tem Saltarelli noted a typographical error in the
Sports Park bid package.
3. PLANNING COMMISSION CHAIR AND VICE CHAIR
Councilmembers Thomas and Puckett congratulated Kathy Weil and
William Stracker on their appointments to Chair and Vice Chair
of the Planning Commission.
4. COMMENDATION - OFFICER JEFFREY FREI
Councilmember Thomas reported that Barry McKinnon,. Las
Campanas Apartment Assistant Manager, had praised heroic
efforts of Police Officer Frei in alerting residents to a fire
in the apartment complex'resulting in no injuries and minimal
property damage. He stated the apartment management and
residents wanted to honor Officer Frei at the December 6, 1993
Council meeting and requested Council present a proclamation.
5. SALARY SURVEY - PLANNING/PARKS AND RECREATION COMMISSIONERS
Mayor Potts noted it had been a considerable time since the
City's Commissioners had received a salary increase and
requested a survey of surrounding cities to determine salaries
of Planning and Parks and Recreation Commissioners.
6. CROSSWALK/STOP SIGN - ORANGE STREET/EL CAMINO REAL
Mayor Potts stated that a citizen had contacted him regarding
installation of a crosswalk or stop sign at the corner of
Orange Street and E1 Camino Real, and he requested staff
investigate the matter.
7. K-MART OPENING NOVEMBER 18, 1993
CouncilmemberPuckett noted the new K-Martwould open November
18, 1993.
CLOSED SESSION
Mayor Potts announced the City Council would recess to Closed
Session pursuant to Government Code Section 54956.9(a) to confer
with the City Attorney regarding pending litigation which had been
initiated formally and to which the City was a party. The title
of the litigation was Murphy vs City of Tustin and the case number
was 702970.

Mayor Potts adjourned the meeting at 7:12 p.m. The City CounCil
had scheduled a joint meeting with the Tustin Unified School
District Board of Education on November 29, 1993, 5:30 p.m., at
the Tustin Area Senior Center, 200 South "C" Street; and the next
regular meeting of the City Council was scheduled for Monday,
December 6, 1993, 7:00 p.m., at the Council Chambers, 300
Centennial Way.
CLOSED SESSION STATEMENT
Following Closed Session, it was moved and seconded, to approve
the Agreement for Extension of Term of Employment for the City
Manager.
Motion carried 4-1, Potts opposed.
