SUBJECT: REQUEST TO UNDERGROUND OVER}{EAD UTILITIES - WALNUT AVENUE
RECOMMENDATIONS:
That the City Council add the Walnut Avenue underground project to the
project list, but not prioritize it at this time and request staff to
establish ~-Citywide needs list for undergrounding utilities on arterial
highways to establish a supplemental long term priority list.
FISCAL IMPACT:
None, based upon the utilization of the Public Utilities Commission
(PUC) Rule 20A Regulations.
BACKGROUND:
Previously the City Council has established a priority list of projects
for the undergrounding of overhead utilities. Most recently in August,
1993 the Council added Yorba Street between Irvine Boulevard and
Seventeenth Street at an estimated cost of $530,000 (1993 dollars).
Following is an updated priority list with project dates of
implementation based upon Rule 20A Funding:
Red Hill Avenue between the I-5 Freeway and Bryan Avenue
(1994-95) .

Bryan Avenue/Main Street between Red Hill Avenue and Newport
Avenue (1996-97).
Main Street between "C" Street and the SR-55 Freeway (1998-
99) .

E1 Camino Real ~between Newport Avenue and Browning Avenue
(2000-2002) .

Nisson Road between Pasadena Avenue and "B" Street (2003-
2004) .
6. Yorba Street between Irvine Boulevard and Seventeenth Street --(2005-2006) .
Utility undergrounding is usually funded by the Public Utilities
Commission Rule 20A Regulations. Rule 20A provides for the total cost
of undergrounding to be borne by the utility company, with the exception
of the cost of private property service conversions from overhead to
underground. Under the Rule 20A process Tustin receives approximately
$162,900 annually each January.
DISCUSSION
The City has received a request (copy attached) from Mr. Bill Robbins
representing the Tustin Meadows Community Association for the
undergrounding of the overhead utilities along Walnut Avenue between Red
Hill Avenue and Browning Avenue. The overhead facilities along Walnut
Avenue consist of two separate sets of electrical conductors consisting
of both distribution facilities (12,000 volts) and transmission
facilities (66,000 volts) and it is estimated to cost $1,927,200 to
underground, this equates to approximately eleven and one-half years of
Rule 20A allotments, based on 1993 dollars.
Due to the extensive cost'of this project, it is suggested that it be
added to the project list but not be prioritized at this time. Once the
entire City can be reviewed and a list of potential projects identified
then a long term supplementary priority list can be established.

The Tustin Meadows Board of Directors would like to have information on
the possibility of having the utilities along Walnut Avenue put under-
ground.
We realize that this would be an expensive project and probably cannot
be done soon; however, we would like to know what we should do in order
to get this included in future planning even though it might be several
years in the future.
