SUBJEC~ CITIZEN CONCERN - "C" STREET ROADWAY IMPROVEMENTS
RECOMMENDATIONS:
That the City Council direct staff to include the reconstruction of "C"
Street, between Mitchell Avenue and its northerly terminus, within the
1994-95 ~ap~al Improvement Program subject to availability of funding
sources for the project.
BACKGROUND:
Mr. Chris Johnson, 14071 "C" Street, raised a concern about the
condition of the improvements along "C" Street, northerly of Mitchell
Avenue, at the November 15, 1993 meeting. This segment of "C" Street'
extends northerly of Mitchell Avenue 250 ~ lineal feet and terminates as
a dead-end street at the recently completed retail center on Newport
Avenue, southerly of the I-5 Freeway.
The existing street improvements consist of street paving, curbs,
sidewalk and drive aprons which are in an extremely deteriorated
condition. As indicated in Mr. Johnson's concerns, at the November 15th
Council meeting, the older street trees have outgrown their contained
areas within the parkways and are displacing the curbs, sidewalks,
drive-way aprons and street paving.
DISCUSSION:
The reconstruction of "C" Street, northerly of Mitchell Avenue, has been
included within the Five-year Capital Improvement Program Budget for the
planned year of 1994-95. The City has also previously applied for
funding to the County of Orange through the Housing Community
Development Act (HCDA) for the "C" Street improvements, but has not been
successful in receiving a grant. The City will no longer be applying
for HCDA monies through the County in future years, but will be
receiving funds directly from the Federal Government.
Staff has estimated the reconstruction of "C" Street, between Mitchell
Avenue and its northerly terminus, to be $137,300 .-inclusive of
engineering design and plan preparation. These improvements would
include t~e removal of all deteriorated existing facilities, the
removal/replacement of all existing street trees and the installation of
new street lighting. In addition to the "C" Street improvements, staff
has estimated the cost of completing the improvements along the
northerly side of Mitchell Avenue, between Newport Avenue and "B"
Street, at $243,500. This cost includes the widening improvements
($75,500) plus right-of-way acquisition costs ($167,000).
It is suggested that the "C" Street improvements, northerly of Mitchell
Avenue, be considered in the budget process for the 1994-95 Capital
Improvement Program at which time it can be determined what funding
source will be available for the project.
