SUBJECT: TUSTIN SPORTS PARK AUTHORIZATION FOR BID ADVERTISENENT
RE COMMENDAT I ON:
Approve Resolution No. 93-127 and direct the City Clerk to advertise for
bids for the Tustin Sports Park.
FISCAL IMPACT:
The estimated construction cost for the project is $3,600,000 as
currently designed. If additional lights are added to the
multipurpose/soccer fields and basketball courts, the cost would
increase approximately $135,000.
Besides the $ 1.6 million currently allocated in the 1993/94 Capital
Improvement Budget for the project, other funding sources were
identified in a report given to the Council in June. Staff suggests
that the Council wait until the construction contract is awarded and the
project construction cost is known to make additional budget
allocations.
PROJECT DESCRIPTION'.
The project as identified in the Master Plan includes three lighted
softball fields with soccer field overlays, six lighted tennis courts,
two multipurpose/soccer fields, a group picnic area, a
concession/restroom/storage facility, an extensive playground that
serves a wide range of age groups, two basketball courts, and parking
for 200 cars. The facility design meets all ADA standards. The
concession area will have an area for a separate food vendor and a pro
shop for the tennis courts. A copy of the site plan is attached for the
Council's information.
As identified in the Master Plan, only conduit was to be installed for
lights on the multipurpose/soccer fields. Plans for lighting these
fields and the basketball courts will be prepared as bid addenda pending
the results of an appeal hearing on the Conditional Use Permit.
BACKGROUND AND DISCUSSION:
The plans and specifications for the Tustin Sports Park are completed
and staff is now reviewing final plan check corrections. Due to an
appeal to Conditional Use Permit 93-030, requesting the addition of
lighting at the multipurpose/soccer fields and basketball courts, the
architect is preparing exhibits for a forthcoming hearing on the appeal.
To take advantage of the current market conditions and to expedite the
bid process, the Project Manager recommends that the City Council
release the project to bid while the public hearing for the appeal
proceeds. If the appeal is approved, an addendum can be issued during
the bid phase to include the lights without delay to the bid process.
If the appeal is denied, the bid process will proceed as usual without
an addendum for additional lights.
Council policy requires that programs sponsored by the City's Community
Services Department such as recreation classes, sports leagues, and
special programs shall be cost recovering. Through the design process
several ways to help off-set the cost of maintaining the park were
identified in the Master Plan adopted by the Council in March 1993.
Methods to recover costs noted in the Sports Park Master Plan included
provision of a concession vendor on the site. Staff is currently
preparing a Request For Proposal (RFP) for a vendor to operate the
proposed on-site concession facility. Staff has interviewed other
cities with similar operations for input. We would anticipate that an
RFP would be available for release sometime in December so that the City
Council could act on the concession vendor in conjunction with the award
of the construction contract.

RESOLUTION NO. 93-127
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE TUSTIN SPORTS PARK.
The City Council of the City of Tustin does hereby resolve as
follows:
I. The City Council finds and determines as follows:

That plans specifications have been completed for the
construction of a 20 acre community sports park with
sport field lighting on the property located at 12850
Robinson Drive.

The Planning Commission adopted Resolution No. 3196
approving Design Review 93-023 and Conditional Use
Permit 93-030. In the event the additional lighting
is approved

An appeal to Conditional Use Permit 93-030 was filed
October 4, 1993 requesting the addition of lighting at
the multipurpose/soccer fields and basketball courts.

That a Conditional Use Permit Hearing will be
scheduled for December 6, 1993 to determine if the
additional lighting should be added to the plans as
submitted under Conditional Use Permit 93-030.

The plans and specifications shall be advertised for
bid while the Conditional Use Permit Appeal Hearing
process occurs. Any modifications to the plans due to
the Conditional Use Permit or final plan check
corrections shall be issued as addenda to the bid
package by the Project Manager during the bid process.

That an Environmental Impact Report (EIR 85-2 for the
East Tustin Specific Plan) has been certified in
conformance with the requirements of the California
Environmental Quality Act for the subject project.
II. The City Council hereby approves plans and specifications
for a 20 acre community sports park with sport field
lighting on the property located at 12850 Robinson Drive
and directs the City Clerk to advertise for bids.
