WORLD AIDS DAY - DECEMBER 1, 1993
Attached for possible City Council's consideration is a resolution
recognizing December 1, 1993, as World AIDS Day. The Orange County
HIV Planning Advisory Council has requested the City's support by
recognizing this day in conjunction with other Orange County cities
to draw attention to the AIDS pandemic. A copy of their request
has also been provided.

On behalf of the Orange County HIV Planning Advisory Council, we would like to request your
involvement in World AIDS Day 1993. Wedneglay, December l, I993 Will mark the sixth
annual observance of World AIDS Day. Over 150 COuntries around the world including the
United Sates have designated this day to draw attention to the AIDS pandemic. Tho American
Association for World Health, in cooperation with the World Health Organization, is
coordihating United Sates activities for World AIDS Day.
The Orange County HIV Planning Advisory Council's Education and Prevention Committee has
been responsible for coordinating World ^roS Day activities in Orange County for the past
several years. The Committee has representation from many community organizations that
include the American Red Cross Orange County Chapter, Orange County Board of Education,
Orange County Health Care Agency, University of California, Irvine, ^rr~S Response Program,
Latino AIDS Network, Planned Parenthood Orange County, Orange County Center for Health,
AIDS Walk Orange County, Orange County NAMES Project, HIV Women's Voices, and AIDS
Ministry Ecumenical Network of Om~ge County.
The HIV Education and Prevention Committee over the years has planned World AIDS Day
activities such as an Interfaith Observance, AIDS Poster Contest, NAMES Project Quilt
Dedication and Display, Day Without Art Exhibit, and community outreach programs throughout
the County. Last year the Committee petitioned Orange CountyCitie~ to proclaim World AIDS
Day. Twenty-four of orange County's tkirty--one cities passed resolutions ~rging all citizens to
take part in activities and observances designed to increase awareness and understanding of
AIDS as a global challenge, to take part in Arr)S prevention activities and programs, and to join
the global effort to prevent transmission of HIV and the further spread of AIDS. These
resolutions were on display at a World AIDS Day event at California State University, Fullerton
that attracted over one-thousand people. The Orange County HIV Planning Advisory Council,
the Education and Prevention Committee and the Orange County HIV/AIDS community were
pleased with the positive response from Orange County cities. It is the goal of our Committee
this year to achieve 100% support from Orange County cities by having all cities proclaiming
World AIDS Day 1993.
The goal of World AIDS Day is to increase awareness about HIV/AIDS and to reinforce
prevention activities at all levels, while strengthening the worldwide effort to meet the challenge
of HIV/AIDS. In addition, World AIDS Day will help promote the support and care for all
HIV-infected persons and people with AIDS, their families and friends, and will help combat
discfim~n_~fion and isolation.
We would appreciate your city declaring December 1, 1993, World ^lOS Day. By joining with
other citi~ in the county and state, your declaration of World AIDS Day will send a message
to all residents of your community of your commitment to HIV/A1DS education/prevention.
Your cooperation and assistance ia aelmowledging the need for education and public policy is
critical. By working toge. thex we can prevent tho spread of this disease and help dispel the
inappropriate fears and misconceptions associated with HIWAIDS.
Enclosed is a sample resolution for your use. Members of the HIV Advisory Planning Council,
and the Education and Prevention Committee would like, ff possible, to personally accept your
city's re~lution. Plea,~ call Linda Booth at (714) 834-7772 to schedule acceptance of your
re~olution. If you choose to mail in your city's resolution, please return it to Linda Booth,

RESOLUTION NO. 93-129
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUST~N, CALIFORNIA, RECOGNIZING DECEMBER 1,
1993, AS WORLD AIDS DAY.
The City Council of the City of Tustin does here~
resolve as follows: --
WHEREAS, the global spread of the HIV infection and
AIDS necessitates a worldwide effort to increase
communication, education and preventative action to stop
the transmission of HIV and the spread of AIDS; and,
WHEREAS, the World Health Organization has
designated December 1 of each year-as World AIDS Day, a
day to expand and strengthen the worldwide effort to stop
AIDS; and,
WHEREAS, the World Health Organization now estimates
that 14 million people are currently infected with HIV
and that over 2.5 million of them have gone on to develop
AIDS; and,
WHEREAS, the American Association for World Health
is encouraging a better understanding of the challenge of
HIV/AIDS nationally as it recognizes that the number of
people diagnosed with HIV/AIDS in the United States
continues to increase with an estimated 1 to 1.5 million
Americans currently HIV infected and over 315,000 AIDS
cases reported (as of June 1993); and,
WHEREAS, the nUmber of cases of AIDS reported in
California is over 55,700 with over 2,700 cases in Orange
County and with over 58'cases reported in the City of
Tustin; and,
WHEREAS, there is no vaccine or cure for HIV
infection or AIDS; and,
WHEREAS, World AIDS Day provides an opportunity to
focus on HIV infection and AIDS~ caring for people with
HIV infection and AIDS, and learning about AIDS; and,
WHEREAS, World AIDS Day 1993 theme, "AIDS: A Time
to Act" will focus on taking action and expressing the
urgent need for all communities and individuals to
realize that it is time to face the challenge of
HIV/AIDS; and,

WHEREAS, the Orange County HIV Planning Advisory
Council, and the Education and Prevention Committee,
consisting of HIV/AIDS education and prevention
providers, supporss World AIDS Day in Orange County and
encourages public education and awareness that promotes.
preventive health behavior which will halt the further
spread of HIV;
NOW, THEREFORE, the City Council of the City of Tustin
does hereby declare December 1, 1993 as World AIDS 'Day
and urges all citizens to take part in activities and
observances designed to increase awareness and
understanding of AIDS Day and urges all citizens to take
part in activities and observances designed to increase
awareness and understanding of AIDS as a global
challenge, to take part.in AIDS preVention activities and
programs, and to join the global effort to prevent
transmission of HiV and the further spread of AIDS.
PASSED AND ADOPTED at a regular meeting of the
Tustin City Council, held on the 15th day of November,
1993.
