PROCLAMATION - Fire Prevention Week, October 3-9 PUBLIC HEARING - None PUBLIC INPUT - At this time members of the public may address the City Council regarding any items not. on the agenda and within the subject matter jurisdiction of the City Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you wish to address the City Council on any matter, please fill out one of the blue forms located on the speaker's podium and submit to the City Clerk so that. your remarks on the tape recording of the meeting can be attributed to you. When you start to address the City Council, please state your full name and address for the record. A Public Input portion is provided both at the beginning and end of the meeting. CONSENT CALENDAR - All matters listed under Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. 1. APPROVAL OF MINUTES- SEPTEMBER 20, 1993 REGULAR MEETING Recommendation' Approve the City Council Minutes of September 20, 1993. . APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $2,373,508.70 and ratify Payroll in the amount of $309,220.57. e REJECTION OF CLAIM NO. 93-39 - CLAIMANT, MARY BRANDELLI; DATE OF LOSS, 8/6/93; DATE FILED WITH CITY, 9/8/93 Recommendation: Reject subject claim for property damages in the amount of $50.00 as recommended by the City Attorney. Xl. . 5, AWARD OF CO, .ACT FOR CONSULTING SE, ;ES- VARIOUS WATER MAINS Recommendation: Authorize the Mayor to execute a professional services agreement with the firm of Daniel Boyle Engineering, Inc., Laguna Hills, California, to prepare plans and specifications, and to provide geotechnical, topographic and surveying work for subject project as recommended by the Public Works Department/Water Services Division. RESOLUTION NO. 93-109 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR YORBA STREET AHFP PROJECT NO. 1294 FROM FIRST STREET TO IRVlNE BOULEVARD Recommendation: Adopt"Resolution No. 93-109 accepting said work and authorizing the recordation of the Notice of Completion as recommended by the Public Works Department/Engineering Division. . RESOLUTION NO. 93-105 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 93-6 Recommendation' Adopt Resolution No. 93-105 approving subject Lot Line Adjustment as recommended by the Public Works Department/Engineering Division. ORDINANCES FOR INTRODUCTION 1. URGENCY ORDINANCE NO. 1117, AMENDMENTS TO SIGN CODE The City Attorney's Office is proposing two minor amendments to the Sign Code in anticipation of potential issues that may arise regarding the City's current code enforcement actions on a billboard. Recommendation by Community Development Department: a. Have first reading by title only and introduction of Ordinance No. 1117. b. Adopt the following Ordinance No. 1117 (4/5ths vote required; roll call vote)' ORDINANCE NO. 1117 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING CHAPTER 4 OF ARTICLE 9 OF THE TUSTIN MUNICIPAL CODE REGARDING NON-COMMERCIAL SIGNS, NON-CONFORMING SIGNS, AND IMPOSING TIME LIMITS FOR ACTING UPON SIGN PERMIT APPLICATIONS ORDINANCES FOR ADOPTION - None OLD BUSINESS - None NEW BUSINESS - None Council Agenda 2 October 4, 1993 XII. REPORTS , 1. PLANNING COMMISSION ACTION AGENDA- SEPTEMBER 27, 1993 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of September 27, 1993. 2. SYCAMORE AVENUE PEDESTRIAN ACCESS BETWEEN PEPPERTREE AND TUSTIN MEADOWS DEVELOPMENTS The affected community a~§ociations have been notified that the subject investigation is complete and feasible alternatives have been developed. When an acceptable alternative has been determined, the Engineering Division will present their findings to the City Council at a future meeting. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. 3. BUS STOP SHELTER SCHEDULING At the September 20, 1993 City Council meeting, Councilmember Thomas requested an update as to the status of the solicitation of proposals for the installation of bus stop shelters throughout the City. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. 4. TUSTIN SPORTS PARK DESIGN UPDATE The City Council has requested updates on the progress of the preparation of the Master Plan, working drawings, and bid specifications for the Tustin Sports Park. Recommendation: Receive and file subject report as recommended by the Community Services Department. . INVESTMENT SCHEDULE AS OF JULY 31, 1993 Investment schedule with maturities, 12 months or less. Recommendation: Receive and file subject report as recommended by the Finance Department. 6. TRAFFIC SIGNAL OPERATIONS OF LEFT TURN ARROW PHASING Mayor Potts had requested a report regarding traffic signal left-turn arrow movements throughout the City.
