SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE EDINGER AVENUE WELL — PHASE II
EQUIPPING PROJECT CIP NO. 60165
SUMMARY
The plans and specifications for the Edinger Avenue Well — Phase II Equipping Project CIP No.
60165 have been prepared and the project is now ready to be bid.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 15-17 approving the plans and specifications for the Edinger Avenue
Well — Phase II Equipping Project CIP 60165 and authorize the City Clerk to advertise to
receive bids.
FISCAL IMPACT
The project is funded by the 2011 Water Revenue Bonds (Fund 305), in which there is a fund
balance of $6,600,000 in net bond proceeds. The Engineer's Estimate for construction is
$4,282,000. Sufficient funding is budgeted in the proposed Fiscal Year 2015-2016 Capital
Improvement Program to cover construction, materials testing and inspection, construction
management and project contingency.
CORRELATION TO THE STRATEGIC PLAN
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the project implements Strategy #3(b), which among other
items, is to ensure continuous maintenance and improvement of public facilities.
DISCUSSION AND BACKGROUND
The Edinger Avenue Well Project will enable the City to improve its groundwater production and
reliability. The Phase I Drilling Project was completed in 2013 in coordination with the construction
of the Residence Inn and the Fairfield Inn by RD Olson Company. The Phase II
Construction/Equipping Project includes a structure to contain the well that is approximately 2,000
square feet in size, designed to match and blend with the adjacent architecture and land use.

The tentative schedule for construction of this project is as follows:

The project is Categorically Exempt under California Environmental Quality Act (CEQA)
requirements. A Notice of Exemption was recorded with the County of Orange in conjunction with
Phase I of the project.

RESOLUTION NO. 15-17
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR THE EDINGER AVENUE WELL —
PHASE II EQUIPPING PROJECT CIP NO. 60165 AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Edinger Avenue Well — Phase II Equipping Project CIP No.
60165: and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the project is categorically exempt from the requirements of the California
Environmental Quality Act (CEQA); Class 3, Section 15303: New Construction or Conversion of
Small Structures; and
WHEREAS, the drilling phase of the Edinger Avenue Well Project was completed on
August 31, 2013, and a Notice of Completion was approved by the City Council at its regularly
scheduled meeting of October 15, 2013.
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Edinger Avenue Well — Phase II Equipping Project
CIP No. 60165
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a special meeting of the City Council of the City of Tustin
held on the 201" day of May, 2015.
