CONSENT CALENDAR - All matters listed under Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. 1. APPROVAL OF MINUTES - OCTOBER 4, 1993 REGULAR MEETING Recommendation: Approve the City Council Minutes of October 4, 1993. 2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $715,306.83 and ratify Payroll in the amount of $310,526.56. . DECLARATION OF SURPLUS EQUIPMENT Recommendation: Declare specified equipment surplus and .no longer usable as recommended by the Police Department. RESOLUTION NO. 93-112 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE STREET REHABILITATION OF WARNER AVENUE BETWEEN SR-55 FREEWAY AND RED HFLL AVENUE, AHFP PROJECT NO. 92-072 Recommendation' Adopt Resolution No. 93-112 accepting said work and authorizing the recordation of the Notice of Completion as recommended by the Public Works Department/Engineering Division. _ 6. ENCROACHMENT~ICENSE FOR THE ORANGE COUNTY WATER DISTRICT TO CONSTRUCT AND MAINTAIN A MONITORING WATER WELL WITHIN THE PUBLIC RIGHT-OF'WAY Recommendation: Approve subject license and authorize the Mayor and City Clerk to execul~e subject license as recommended by the Public Works Department/Engineering Division. 7. RESOLUTION NO.i. 93-113 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTII~, CALIFORNIA, APPROVING REVISIONS TO LOT LINE ADJUSTMENT NO. 93-3 Recommendation' Adopt Resolution No. 93-113 approving revisions to Lot Line Adjustment No. 93-3 as recommended by the Public Works Department/Engineering Division. . RESOLUTION NO. 93-110 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, FINDING AND DETERMINING THE INDUSTRIAL DISABILITY OF ROBERT LABARGE Recommendation: Adopt Resolution No. 93-110 finding and determining that the industrial disability of Robert LaBarge be approved as. recommended by the Personnel Division. MEMORANDUM OF UNDERSTANDING - POLICE MANAGEMENT UNIT RecommendatiOn: Authorize the City Manager to execute subject Memorandum of Understanding between the City and the Tustin Police Officers Association regarding the Police Management Unit whiCh consists of Sergeants and lieutenants as recommended by the Personnel Division. 10. AMENDMENT TO MEMORANDUM OF UNDERSTANDING - TUSTIN MUNICIPAL EMPLOYEES' ASSOCIATION Recommendation: Authorize the City Manager to execute subject Amendment to the Memorandum of Understanding between the City and the Tustin Municipa! AMENDMENT T~) MEMORANDUM OF UNDERSTANDING - TUSTIN POLICE OFFICERS' ASSOCIATION Recommendation: Authorize the City Manager to execute subject Amendment to the Memorandum of Understanding between the City and the Tustin Police Officers' Association as recommended by the Personnel Division. ORDINANCES FOR INTRODUCTION - None ORDINANCES FOR ADOPTION - None OLD BUSINESS 1. TUSTIN COMMUNITY FOUNDATION With the appointment of the Foundation's Board of Directors, the City Council needs to fix their terms. XI. Recommendation: Set the terms of the persons appointed to the Tustin Community Foundation as recommended by the City Manager. 2. STATUS OF COMMUTER RAIL PROJECT At their October 4, 1993 meeting, the City Council requested staff provide an update on the status of the Commuter Rail project. Recommendation' Receive and file subject report as recommended by the Community Development Department. 3. COMPREHENSIVE HOUSING~AFFORDABILITY STRATEGY This item will be continued to the November 1, 1993 City Council meeting. NEW BUSINESS Xll. I . STATUS REPORT: STREET SWEEPING (CARFAX DRIVE, SCHERER PLACE, AND DEL AMO AVENUE BETWEEN SYCAMORE AVENUE AND WALNUT STREET) At the October 4, 1993 City Council meeting, Councilmember Pontious requested information regarding the status of street sweeping activity in the subject area. Recommendation: Pleasure of the City Council. REPORTS 1. PLANNING COMMISSION ACTION AGENDA- OCTOBER 11, 1993 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Council Agenda 3 October 19, 1993 Recommendation: Ratify the Planning Commission Action Agenda of October 11, 1993. 2. REVISED BUS SHELTER REQUEST FOR PROPOSAL SCHEDULE At the October 4, 1993 City Council meeting, a report was presented with a timeline for the various tasks required for the preparation of the Request for Proposal and final award of contract for installation of bus stop shelters throughout the City. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. 3. TUSTIN SPORTS PARK UPDATE Staff will give a verbal presentation on the status of the Tustin Sports Park. XlII. PUBLIC INPUT XlV. OTHER BUSINESS 1. CITY MANAGER 2. CITY ATTORNEY 3. CITY COUNCIL XV.
