NEW BUSINESS NO. 1
Inter-Com
DATE: OCTOBER 19, 1993
TO:
WILLIAM A. HUSTON, CITY MANAGER
FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION ..- '-'
SUBJECT: STATUS REPORT: STREET SWEEPING (CARFAX DRIVE, SCHERER PLACE,
AND DEL AMO AVENUE BETWEEN SYCAMORE AVENUE AND WALNUT STREET)
RECOMMENDATION:
Pleasure of the City Council.
FISCAL IMPACT:
Funding to install parking restriction signs on the subject streets
can be absorbed in the current Field Services Division budget.
BACKGROUND:
At the October 4, 1993 City Council meeting, Councilmember Pontious
requested information regarding the status of street sweeping
activity in the subject area.
DISCUSSION:
The Engineering Division received a letter, dated September 8,
1993, from Ms. Karen Van Lare, Property Supervisor with CFG
Investments, Inc., requesting street sweeping on the subject
streets. The letter also suggested that alternate sides of the
streets be swept on alternate days due to the parking density in
this area. A copy of the noted letter and the City's response is
attached for your information. Also, the City has received two
additional requests for street sweeping on the subject streets
dated October 5 and October 11, 1993.
The City currently schedules all public streets for street
sweeping. However, it is the current policy of the City to require
a 2/3 majority concurrence of all affected property owners/managers
in an area prior to posting parking restriction signs to
accommodate street sweeping. To date, the City has not received
sufficient concurrence from the property owners/managers to post
parking restriction signs on the subject streets.
The City's Field Services Division has been contacted and they have
indicated that it is possible to sweep alternate sides of the
subject streets on alternate days. This would accommodate parking
demands on the subject streets.
CONCLUS ION:
Although the required 2/3 majority concurrence has not been met,
the City will post parking restrictions in the subject area for
sweeping alternate sides of the streets on alternate days when the
required concurrence from the property owners/managers has been
received or as directed by the City Council.

Subject: Request for Street Sweeping Services (P.W. File No. 1093)
The City's Engineering Division has received and reviewed your
letter, dated September 8, 1993, regarding the noted request.
The City's Field Services Division has been contacted and they have
indicated that it is possible to street sweep alternate sides of
Carfax Drive, Scherer Place, and Del Amo on alternate days. This
would accommodate parking demands on the aforementioned streets.
The City currently schedules all public streets for street
sweeping. However, it is the current policy of the City to require
a 2/3 majority concurrence of all property owners on the subject
streets prior to posting no parking signs to accommodate street
sweeping. Therefore, before your request can be implemented, you
will need to submit the minimum 2/3 signatures of property owners
along the streets you desire to have swept.
Thank you for your request. I appreciate your efforts to maintain
clean streets. If you have any questions, please do not hesitate
to contact me, or Doug Anderson, of my staff, at (714) 573-3150.
Sincerely,
Rober~ S. Ledendecker

RE: Request for Street Sweeping Services
Dear Mr. l..~dendecker,
In an effort to improve the 14500-14700 blocks of Carfax,
Del Amo, and Scherer Place, the following owners of
properties listed below would like to request that the
City of Tustin implement street sweeping. We feel this
would help to keep~the area looking cleaner and better
maintained. ~
Due to the parking density it may be most successful if
the sweeping is done on two subsequent days.
