PUBLIC INPUT - At this time members of the public may address the City Council
regarding any items not on the agenda and within The subject matter jurisdiction of
the City Council (NO ACTION can be taken on off-agenda items unless authorized by
law). If you wish to address the City Council on any matter, please fill out one of
the blue forms located on the speaker's podium and submit to the City Clerk so that
your remarks on the tape recording of the meeting can be attributed to you. When
you start to address the City Council, please state your full name and address for the
record. A Public Input portion is provided both at the beginning and end of the
meeting.
CONSENT CALENDAR - All matters listed under Consent Calendar are considered
routine and will be enacted by one motion. There will be no separate discussion of
these items prior to the time of the .v. oting on the motion unless members of the
Council, staff or public request specific'items be discussed and/or removed from the
Consent Calendar for separate action.
1. APPROVAL OF MINUTES - SEPTEMBER 7, 1993 REGULAR MEETING
Recommendation: Approve the City Council Minutes of September 7, 1993.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $2,285,702.21 and
ratify Payroll in the amount of $306,422.42.

RESOLUTIONS TO CONTRACT FOR HEALTH BENEFITS WITH PUBLIC
EMPLOYEES RETIREMENT SYSTEM
Recommendation: Adopt the following ResoluTion Nos. 93-100 through 93-
104 authorizing the City Manager to contract with the Public Employees
Retirement System (PERS) for health benefits for all employees who are PERS
members effective January 1, 1994 as recommended by Personnel Services:

Recommendation: Adopt Resolution No. 93-79 accepting said work and
authorizing the recordation of the Notice of Completion as recommended by
the Public Works Department/Engineering Division.

AGREEMENT WITH SOUTHERN CALIFORNIA REGIONAL RAIL AUTHORITY TO
INSTALL AND MAINTAIN RAILROAD PRE-EMPTION EQUIPMENT FOR THE RED
HILL AVENUE/EDINGER AVENUE TRAFFIC SIGNAL
Recommendation: Approve and authorize the Mayor and City Clerk to
execute subject agreemenT; and approve a supplemental budget appropriation
in the amount of $5,000.00 form unaliocated Measure "M" Turnback Funds
to complete this proiect, as recommended by the Public Works
Department/Engineering Division.
10. AWARD OF CONTRACT FOR WATER MAIN REPLACEMENT ON MOUNTAIN
VIEW DRIVE, "A" STREET, AND IRVlNE BOULEVARD
Recommendation: Award subject contract to B.R. Construction, Inc. in the
amount of $81,775.00 ss recommended by the Public Works Department/
Engineering Division.

RESOLUTION NO. 93-99 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 14782
Recommendation: Adopt. ResoluTion No. 93-99 approving Final Tract Map No.
14782 as recommended ~y the Community Development Department.

Recommendation: Declare specified equipment surplus and not required for
public use and authorize the Public Works Department to dispose of

Sports Park working drawings are now 90 percent complete and these drawings

2.. INTERVIEWS FOR TUSTIN COMMUNITY FOUNDATION BOARD OF DIRECTORS
At their meeting on September 7, 1993, the City Council determined that
interviews for the Tustin Community Foundation Board of Directors would be
conducted during the City Council meeting of September 20, 1993.
Recommendation: Pleasure of the City Council.
REPORTS
1. PLANNING COMMISSION ACTION AGENDA - SEPTEMBER 13, 1993
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of September
13, 1993.
SPORTS PARK DESIGN UPDATE
The City Council has requested updates on the progress of the preparation of
the Master Plan, working drawings, and bid specifications for the Sports Park.
Recommendation: Receive and file subject report as recommended by the
Community Services Department.
3, REPORT REGARDING GREAT WESTERN RECLAMATION
This report has been prepared in response to a request from the City Council for
information relative to the performance of Great Western Reclamation.
Recommendation: Receive and file subject report as recommended by the Public
Works Department/Engineering Division.
4. CITY OF TUSTIN DRAFT GENERAL PLAN AND DRAFT ENVIRONMENTAL
IMPACT REPORT
After approximately 28 months of work between the City's consultant and
staff, the Draft General Plan Elements and a Draft Environmental Impact Report
are now available for public review and comment.
Recommendation: Receive and file subject report as recommended by the
Community Development Department.
