HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT 1993 CALIFORNIA TRADE ~ COMMERCE GRANT APPLICATION RECOMMENDATION It is recommended that the City Council adopt Resolution No. 93-108 approving the following actions: le Approve the filing of an application to the California Trade and Commerce Agency for a California Defense Adjustment Matching Grant to offset planning costs associated with the City's development of a reuse plan for Marine Corps Air Station (MCAS), Tustin; · Appoint the Assistant City Manager or her authorized representative as the agent to apply, approve, sign and execute in the name of the City of Tustin any documents necessary for applying for funding under the California Trade and Commerce Agency's Defense Adjustment Matching Grant Program and for entering into an agreement, including any amendments thereto, with the Trade and Commerce Agency in the event that funding is awarded under that program. FISCAL IMPACT If approved, the proposed grant request would reimburse the City of Tustin for $84,925 (50%) of its estimated costs ($169,855) associated with the development of the MCAS, Tustin reuse plan. Therefore, significant savings to the General Fund could be realized if the City were to receive approval for this grant request. BACKGROUND The California Trade and Commerce Agency has recently created the California Defense Adjustment Matching Grant Program providing funding for cities and counties impacted by cutbacks in defense spending and military base closure. These funds are intended to offset local government federal grant assistance matching fund requirements associated with the development of military base reuse plans and other defense conversion programs. City Council Report Page 2 On July 24, 1992, the City of Tustin formally received an award of $750,000 and more recently applied and will be receiving a $88,500 grant from the federal Office of Economic Adjustment for community planning assistance necessary for the development of a reuse plan for the Marine Corps Air Station (MCAS), Tustin, approved for closure by the President and Congress of the United States in 1991. The Office of Economic Adjustment grants required that the City commit to fund a portion of the cost associated the development of the base reuse plan required for the closure of MCAS, Tustin, the cost of which is currently estimated at approximately $169,855. $84,925 (50%) of the City's costs associated with these efforts qualify for reimbursement through the California Defense Adjustment Matching Grant Program. However, a condition of application is that the City Council formally authorize the filing of an application for the reimbursement of these costs and appoint an authorized representative to apply, approve, sign and execute documents in the name of the City of Tustin. CONCLUSION Staff recommends that the Tustin City Council adopt Resolution No. 93-108 to provide the authorization needed to apply for and receive these grant funds.
