FISCAL IMPACT The costs of ureparation of the General Plan and Environmental Impact Report were budgeted in Fiscal Year 91-92, 92-93 and 93-94. Costs associa:ed with release of the General Plan and Draft Environmental impact Report include postage for mailing the Notice of Availabitit? and newspaper advertising. BACKGROUND On February 4, 1991, the City Council approved a consultant services agreement wi:h Cotton, Beland and Associates to prepare a comprehensive ,$enera! Plan update. As part of the work program, the consultant was to produce 1) an updated General Plan containing all required elements and certain optional items and 2) an Environmental Impact Report. After approximately 28 months of work between the consultant and city staff Draf5 General Plan Elements and a Draft Environmental Impact Report are now available for release for public review and comment. The City Council and Planning Commission have previously reviewed and commented cn individual draft General Plan Elements through a series of workshops. Prior to reviewing the draft General Plan Elements the Ccuncil reviewed and approved the Goals and Policies for each element. The Goals and Policies document reflect the current City pc!icy and are set as a basis to evaluate proposed programs in terms of their effectiveness and consistency with Council goals and pciicies. From these goals and policies the draft General Plan Elements and Implementation Programs were developed. City Council Report Draft General Plan and Draft Environmental Impact Report September 20, 1993 Page 2 The consultants task also included the preparation of environmental documentation on the General Plan update to achieve compliance with the California Environmental Qua2ity Act (CEQA). The implementation programs to be contained in the environmental document are drawn from the Policies established by the City Council and eliminate'the need for mitigation of the individual General Plan elements.~ In 1992 a Notice of Preparation (NOP) was distributed to reviewing agencies. Comments were received and incorporated into the Draft Environmental Impact Report. As part of the public participation process for the General Plan Update a number of activities and notScing has taken place. o In May 1991 a community Attitude Survey was distributed to all households and businesses in the City in an effort to.inclUde important community issues that should be considered in the General Plan. On May 22, 1991, a Community Workshop was held to introduce the General Plan revision process and to solicit additional community input. The Planning Commission reviewed 5he draft Goals and Policies in October, 1991. In November, 1991, a community wcrkshop with a joint meeting of the Planning Commission and Cisy Council was held to select land use alternatives. During the Sprin~, 1992, and winter, 1993,. articles were included in the Tustin Today Community Services Brochure explaining the General Plan updaning process and providing upcoming workshop dates. A workshop for the Parks and Recreation Commission to review the Conservation/Open Space/Recreation goals and policies was held in June, 1992. In the fall of 1992, the Parks and Recreation Commission reviewed the preliminary of %ke Draft Conservation/Open Space/Recreation Element. City Council Report Draft General Plan and Draft Environmental Impact Report September 20, 1993 Page 3 In October, 1992, public notice was circulated in the Tustin News initiating the Notice of Preparation process for the Environmental Impact Report, a required document to address the potential impacts to the public as a result of revising the General Plan. In October, 1992, the Planning Commission had their first in a series of workshops to begin the review of the draft elements. Throughout the months of October 1992 to August 1993, the Conservation/Open Space/Recreation, Public Safety, Housing, Land Use, Circulation and Noise Elements were reviewed by the Planning Commission in workshop sessions. In January 1993, the Planning Commission and City Council held a joint workshop on the Conservation/Open Space/Recreation, Land Use, Housing and Public Safety Elements. Prior to Planning Commission and City Council action on the final General Plan documents, a public open house will be conducted on October 12, 1993. The purpose of the Open House will be for the consultant and City staff to make presentations to the public highlighting the key components of each General Plan element and to respond to community questions. Pursuant to the requirement, s of the California Environmental Quality Act, (CEQA) the Draft Environmental Impact Report (DEIR) will be available for a 45 day public review and comment period. Notice of availability of the DEIR will be sent to all reviewing agencies, interested parties, adjacent cities, Homeowners Associations, Tustin Unified School District and respondents to the Notice of Preparation. Copies of the DEIR and Draft General Plan Elements are expected to be available at Tustin City Hall, Community Development Department and the Tustin Library beginning on approximately September 20, 1993. Comments on the Draft EIR documents must be received in writing within 45 days of the availability date of the document expected November 3, 1993. In addition to sending the Notice of Availability, staff has prepared a Press Release and public notice for the local newspapers. City Council Report Draft General Plan and Draft Environmental Impact Report September 20, 1993 Page 4 Beyond the Open House and 45 day environmental review period, the public will have additional opportunities to comment on the General Plan elements and Environmental impact Report. Both the Planning Commission and the City Council will hold public hearings prior to adoption of the General Plan and certification of the Environmental Impact Report. Attachment A, "Remaining General Plan Task Schedule" indicates a proposed Open House date and Planning Commission/City CoUhcil hearing dates. Christine A.
