INTERVIEWS - At 5:30 p.m., the City Council will conduct interviews to fill vacancies on
the Planning Commission, Parks and Recreation Commission, Audit Committee, and Cultural
Resources Advisory Committee. These interviews are open to the public.

PUBLIC HEARING
1. ORDINANCE NO. 1115, ROOF COVERING REQUIREMENTS
At the July 6, 1993 City CoUncil meeting, staff was directed to prepare a draft
ordinance and resolution and to provide notice of a public hearing regarding the
possibility of increasing the minimum fire resistive classification of roofing
materials installed in the City.
Recommendation by the Community Development Department:

Adopt the following Resolution NO. 93-84 setting forth findings in
conformance with State law for certain local modifications and changes to
the Uniform Building Code:

CLEAN PREMISES AT
On April 6, 1993, staff received a complaint from a citizen regarding the
appearance and a possible fire hazard due to overgrown vegetation at the
vacant lot located at 1776 Nisson Road.
Recommendetion: Adopt the following Resolution No. 93-95 approving a
special assessment of two thousand four hundred seventy four dollars and fifty
cents ($2,474.50) for reimbursement of City costs associated with the
abatement of a weed and debris public nuisance as recommended by the
Community Development Department:

3. VESTING TENTATIVE TRACT MAP NO. 13733 (CALIFORNIA PACIFIC HOMES)
The applicant proposes to subdivide the approximate 16.06-acre site into 27
numbered lots, 49 lettered lots, and one lot for street dedication for the
purposes of developing 138 patio homes dwelling units located in Sector 7 of
the East Tustin Specific Plan (bordered by the Tustin Ranch Golf Course,
Robinson Drive, future elementary school site, and future community park on
Robinson Drive).

Approve the Environmental Determination for the project by adopting the
following Resolution No. 93-96:

IMPACT REPORT (EIR) FOR THE EAST TUSTIN SPECIFIC PLAN (FINAL EIR
85-2, AS MODIFIED BY SUBSEQUENTLY ADOPTED SUPPLEMENTS AND
ADDENDA) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR
VESTING TENTATIVE TRACT MAP NO. 13733 AND ALL FEASIBLE
MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT

APPROVAL OF MINUTES - AUGUST 16, 1993 REGULAR MEETING
Recommendation: Approve the City Council Minutes of August 16, 1993.
APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation. Approve Demands in the amount of $2,021,777.95 and
ratify Payroll in the amount of $614,579.21.
RESOLUTION NO. 93-89 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ADOPTING THE CITY BUDGET AND
APPROPRIATING FROM THE ANTICIPATED REVENUES OF THE CITY FOR THE
FISCAL YEAR 1993-94
Recommendation: Adopt Resolution No. 93-89 appropriating the City's
Governmental Funds .of $28,098,224.00; Special Revenue Funds,
$2,871,236.00; Capital Projects Fund, $5,695,653.00; and the City's Water
Enterprise Budget of $15,166,196.00 as recommended by the Finance
Department.
ACCEPTANCE OF PUBLIC IMPROVEMENTS AND THE RELEASE OF BONDS FOR
TRACT NO. 13557
Recommendation: Authorize the release of the following bonds for the
indicated amounts: Faithful Performance Bond No. 5241-22-36,
$601,200.00; Labor and Materials Bond No. 5241-22-36, $300,600.00; and
Uonumentation Bond No. 5241-22-34 as recommended by the Public Works
Department/Engineering Division.
RELEASE OF SUBDIVISION WARRANTY BOND FOR TRACT NO. 13556
Recommendation: Authorize the release of the following bond for the amount
indicated' Warranty Bond No. 5251-21-81, $13,000.00 as recommended by
the Public Works Department/Engineering Division.
CONTRACT FOR EXTENSION OF ELECTRICAL FACILITIES TO TUSTIN RANCH
FIRE STATION NO. 43
Recommendation: Approve the contract for extension of electrical facilities
to the Tustin Ranch Fire Station No. 43 and authorize the Mayor to execute
said contract as recommended by the Public Works Department/Engineering
Division.

Recommendation' Adopt Resolution No.. 93-98 accepting the works of
improvement and repair and authorizing the recordation of the Notice of
Completion for subject project as recommended by the Public Works
Department/Engineering Division.

Recommendation: Declare specified equipment surplus and no longer usable
as recommended by the Finance Department.

ROOF REPAIR AT WATER OPERATIONS OFFICE
Recommendation' Authorize staff to solicit bids for repair of the roof at the
Water Operations office at 235 E. Main Street as recommended by the Public
Works Department/Water Services Division.
10. PURCHASE OF CONTINUOUS, ON-LINE NITRATE MONITORS
Recommendation: Authorize staff to solicit bids for purchase of three
continuous, on-line nitrate monitors for Beneta, Prospect, and Pankey Wells
as recommended by the Public Works Department/Water Services Division.

The Governor's Office of Emergency Services, in conjunction with the Federal
Emergency Management Agency, has developed standardized placards for
posting the occupancy status of buildings following a disaster.
Recommendation: Have first reading by title only and introduction of the
following Ordinance No. 1110'

OLD BUSINESS
1. DATE/TIME FOR FOUNDATION DIRECTOR INTERVIEWS
Due to a scheduling conflict with the Redevelopment Housing Workshop set for
September 20, 1993, at 5:30 p.m., staff is requesting that the City Council set
a new date/time to conduct interviews for the Tustin Community Foundation
Board of Directors.
Recommendation. Pleasure of the City Council.
NEW BUSINESS
1. LETTER OF UNDERSTANDING WITH MICRO CENTER
Micro Electronics, Inc. ("Micro Center") has specifically requested City and/or
Redevelopment Agency financial assistance to assist them in offsetting
extraordinary costs in their anticipated opening of a Micro Center facility at the
southwest corner of Edinger and Del Amo Avenues in the City.
Recommendation: Approve a Letter of Understanding with Micro Center
regarding Micro Center's request for financial assistance and authorize the City
Manager to sign and transmit to Micro Center the subject Letter of
Understanding as recommended by the Community Development Department.
REPORTS
1. PLANNING COMMISSION ACTION AGENDA - AUGUST 23, 1993
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation. Ratify the Planning Commission Action Agenda of August
23, 1993.
2. AIRPORT STATUS REPORT
Status report regarding Notice of Preparation for UPS Proposal at John Wayne
Airport, Orange County Cities Airport Authority, and John Wayne Airport Noise
Abatement Program Quarterly Report.
Recommendation- Receive and file subject report as recommended by the
Community Development Department.

the Master Plan, working drawings, and bid specifications for the Sports Park.

The City Council has scheduled a Redevelopment Housing workshop on September
20, 1993, 5:30 p.m., and the next regular meeting of the City Council is scheduled
for Monday, September 20, 1993, 7:00 p.m., at the Council Chambers, 300
Centennial Way.
