BACKGROUND
• October 7, 2008 — "Policy and Procedures for
- Preferential Permit Parking on Public Streets"
adopted by the City Council

• 2:00 AM and 6:00 AM — Hours permit parking
only applies, enforced seven days a week
• One resident request— Only takes one resident
living in a single family detached home to make a
request and initiate the permit parking process

TIMELINE OF EVENTS
• November 2014— Preferential Permit Parking implemented in they
adjacent neighborhood (Debusk Lane, Raleigh Place, Walter
Avenue and Del Amo Avenue)
• December 2014— Complaint from a resident living on Carfax
� Avenue
• January 2015 and March 2015 —Complaints from residents living
on Veeh Drive and Utt Drive
• April 2015—Complaints from residents living on the north side of
Mitchell Avenue
• January through April 2015 - Parking evaluation conducted based
on limits set by the City Engineer. Although no resident complaints
received, Woodlawn Avenue and Charloma Drive also included
due to the potential of increased non-resident parking if permit
parking is implemented on adjacent streets.

PARKING EVALUATION
Public Works surveyed the parking on the
subject streets between 5:00 AM and 6:00
AM for four (4) consecutive mornings,
Thursday through Sunday
_• With the assistance of the Police
Department, Public Works reviewed the
survey results to determine the vehicles
registered to homes on the subject streets

RECOMMENDATION
• Due to complaints and percentage of non-
resident parking, it is recommended that
Ordinance No. 1455 be adopted to implement
i Preferential Permit Parking on the following
streets:
Carfax Avenue between Nisson Road and Mitchell Avenue

- Utt Drive between Nisson Road and Mitchell Avenue
- Woodlawn Avenue between Nisson Road and Veeh Drive
- Charloma Drive between Nisson Road and Veeh Drive
- North side of Mitchell Avenue between Carfax Avenue and
Utt Drive
- Veeh Drive between Charloma Drive and Utt Drive

PERMIT ISSUE PROCESS
• Police Department handles applications and
* issues permits at no cost
Provide proof of residency in Permit Parking Zone
• Permit parking application completed and signed
by resident
• Garage and driveway space must be fully utilized
and verified by the Police Department
• Provide vehicle license and registration
