FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION
SUBJEC~ STATE OF CALIFORNIA TRANSIT CAPITAL IMPROVEMENT PROGRAM
FUNDING APPLICATION SUBMITTAL AUTHORIZATION
RECOMMENDATIONS
It is recommended that the City 'Council adopt Resolution No. 93-91
authorizing the City Engineer to submit an application to Caltrans for
Transit Capital Improvement (TCI) program funds.
FISCAL IMPACT
Funding for the preparation of this application package can be absorbed
in the current Engineering Division budget.
BACKGROUND AND DISCUSSION
The California Department of Transportation is currently soliciting
formal project applications for the fiscal year 1994-95 TCI program.
Funding for this program is made pursuant to Article XIX of the State
Constitution Section 199 and 199.2 of the Streets and Highways Code, and
Sections 99317 and 99317.1 of the Public Utilities Code.
The City is currently evaluating several programs for possible funding
request submittals, including commuter rail~ grade separations and an
intermodal transfer station. Funds are available for property
acquisition and construction; however, maintenance projects are
ineligible. It is anticipated that the City will be applying for
funding to assist in the Tustin/Irvine Commuter Rail Station site
acquisition and construction and for the design and construction of the
Red Hill Avenue grade separation at the AT&SF Railroad tracks.
As part of the application package submitted, a City Council resolution
must be approved identifying the City agent (City Engineer) who is
authorized to'submit the necessary application documents and enter into
an agreement with the State to implement the project if the funding is
approved. Applications are due on or before September 1, 1993.
