The Tustin News and Tustin Weekly published articles informing the public of these vacancies, outlined duties and qualifications for the positions, and provided information on the application process. The deadline for submitting an application was August 9, 1993. There have been a number of challenges during the last few years. From a planning standpoint we have a new facade on Centennial Way, the Tustin Ranch development has expanded the need for comprehensive planning...including a new' General Plan, the Tustin Market Place has been identified as an "eyesore'' while receiving accolades from people in the know. Due to financial planning, the City of Tustin is fiscally sound...at lease for now. City staff is interested in working with the public including a "user friendly" attitude at the counter as well as working closely with the community attempting to identify ways to encourage business, fight graffiti, help decide what to do with the Helicopter Base, and where to put a rail road station. CITY CODE REOUIREMENTS/GUIDELINES On June 20, 1988., the City Council adopted OrdinanCe 1001 establishing a Cultural Resources District, Committee and standards for historic preservation within the 01d Town neighborhood. The Cultural Resources Committee acts solely in an advisory capacity and does not currently exercise any independent decision-making authority or expend City funds. Appointments for the Committee are to serve a four (4) year term. The following criteria of qualifications are provided within Tustin City Code Section 9252c. 1. Ail members must reside within City of Tustin. . At least three (3) members must reside or own property within the residentially zoned areas within the District. · To the extent possible, the Committee shall have among its membership at least: One (1) person engaged in architecture or a design profession; and be One (1) person with a demonstrated interest and knowledge in local history and historical preservation; and C · One (1) person engaged in business within the District; and d· One (1) of the members is a member of the Tustin Area Hisnorical Society. City Council Report Appointment to the Cultural Resources Committee August 16, 1993 Page 2 STATE REQUIREMENTS/GUIDELINES On September 18, 1991, the City was officially approved as a Certified Local Government (CLG) by the State Office of Historic Preservation (OHP). Certification is a prestigious and much coveted status among cities dedicated to the pursuit of historic preservation. Participants in the CLG program are evaluated annually to ensure that all CLG participants remain in conformance with Federal and State regulations. On July 31, 1992, the National Parks Service, recommended to the OHP that the City of Tustin be approved as a CLG with the condition that Tustin's annual evaluation focus on, among other concerns, "the appointment of all Committee members and Tustin's effort to obtain as highly qualified preservation professionals as possible." Certified Local Government procedures require local commissions to meet the following specific professional requirements: I . Ail Commission members must have a demonstrated interest, competence or knowledge in historic preservation. · To the extent that such professionals are available in the Community, Commission members shall be appointed from the following disciplines: a · Architecture History Architectural history Planning Archeology Other historic preservation-related disciplines (such as urban planning, American studies, American Civilization, cultural geography, or cultural anthropology). · Commission members shall also include laymembers who have demonstrated special interest, competence, experience, or knowledge in historic preservation, American Studies, cultural anthropology, .cultural geography, or other historic preservation-related disciplines. In August, 1992, Council appointed the following two new members to the Cultural Resources Committee, with a term ending the third Monday in July, 1996. He is also currently acting as a Cultdral Resources Commissioner and meets the laymember requirement. She meets the City's requirement for a representative of the Old Town business community. Three (3) vacancies currently exist. The current recruitment for appointment to the Cultural Resources Committee vacancies included a published notice requesting application. Staff contacted each of the current Cultural Resources Committee members by phone and determined that all three would be interested in continuing their participation as members of the Committee for another term. Below, staff has reviewed the applications pursuant to the standards established by the Tustin City Code and State Office of-Historic Preservation (see Attachment A). Mr. Warren Lortie Mr. Lortie is the new owner and resident of the historic Hewes Mansion (als© located within the Cultural Resources District). In addition, Mr. Lortie has 25 years of Architectural Design experience and has participated in numerous historic preservation efforts. Mr. Lortie was appointed in August, 1992, to fill past committee member Mr. Robert Edgell's early vacancy. Mr. Jeff Thompson Mr. Thompson, being a civil engineer, could be considered to meet the Tustin Cultural Resource District standard as a design professional.
