STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD CONTRACT FOR THE FY 2014-15 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT CIP 70014 SUMMARY Staff is requesting the City Council award a construction contract to the lowest responsive/responsible bidder for the Fiscal Year (FY) 2014-15 Roadway Rehabilitation and Sidewalk Repair Project CIP 70014. RECOMMENDATION It is recommended that the City Council award a construction contract to the lowest responsive/responsible bidder, R.J. Noble Company in the amount of $1,347,937.29, for the FY 2014-15 Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP 70014 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Sufficient funds in the amount of $1,765,000 have been budgeted and appropriated in the Fiscal Year 2014-2015 Capital Improvement Program Budget. CIP 70014 is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding. Effective July 1, 2014, the new MOE benchmark was adjusted to increase from $1,110,535 to $1,222,756 for FY 2014-15. Funding is provided through a combination of General Fund and Gas Tax. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION The Roadway Rehabilitation and Citywide Sidewalk Repair CIP 70014 for Fiscal Year 2014-15 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets within Zone 3 of the City's Pavement Management Program. Zone 3 is generally bounded by city boundary to the north, Newport Avenue to the west, El Camino Real to the south, and Browning Avenue to the east. The project also includes citywide sidewalk repair which focuses on removal and replacement of damaged sidewalk at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. The Engineer's Estimate is $1,463,000. Six (6) bids were received and are summarized below by order of least dollar amount: • R.J. Noble Company $ 1,347,937.29 • Sequel Contractors, Inc $ 1,360,092.05 • Eagle Engineering and Development $ 1,412,208.15 • All American Asphalt $ 1,492,492.00 • Hardy & Harper, Inc $ 1,522,521.73 • Palp, Inc. dba Excel Paving $ 1,574,250.23 • Vido Samarzich, Inc. $ 1,678,398.70 Staff has reviewed the references and the State Contractor's License for RJ. Noble Company and has determined that they are appropriate for the subject project. It is recommended that the City Council award the construction contract to the lowest responsive/responsible bidder, R.J. Noble Company for the FY 2014-15 Roadway Rehabilitation and Sidewalk Repair Project CIP 70014 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. �•ugl.� Stack, P.E.
