STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD CONTRACT FOR THE BIOFILTRATION RETROFIT — EDINGER/RED HILL/VALENCIA/KENSINGTON PARK QUADRANT PROJECT CIP NO. 50041 SUMMARY Staff is requesting the City Council award a construction contract to the lowest responsive/responsible bidder for the Biofiltration Retrofit — Edinger/Red HillNalencia/Kensington Park Quadrant Project CIP No. 50041. RECOMMENDATION It is recommended that the City Council award a construction contract to the lowest responsive/responsible bidder, Beador Construction Company, Inc. in the amount of $1,513,300.00, for the Bilfiltration Retrofit — Edinger/Red HillNalencia/Kensington Park Quadrant Project CIP No. 50041 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Sufficient funds in the amount of $1,600,000 have been budgeted and appropriated in the Fiscal Year 2014-2015 Capital Improvement Program Budget for the Biofiltration Retrofit — Edinger/Red HillNalencia/Kensington Park Quadrant Project, CIP No. 50041. The project is partially funded by the OCTA Measure M2 Environmental Cleanup Program Tier 2 Grant. OCTA will provide $1,200,000 and the City is required to provide a match of$400,000. CORRELATION TO THE STRATEGIC PLAN The retrofit of the catch basins in the Edinger/Red HillNalencia/Kensington Park quadrant contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implementation of Strategy 3, which among other items, is to ensure continuous maintenance and improvement of flood control facilities. DISCUSSION In April 2014, the OCTA Board awarded the City of Tustin $1,200,000 under the Measure M2 Environmental Cleanup Program Tier 2 Grant to retrofit 29 existing catch basins with biotreatment Best Management Practices (BMPs). The catch basins to be retrofitted are located on Armstrong Avenue, Lansdowne Road, Severyns Road, Valencia Avenue, and Kensington Park Drive within the Tustin Legacy. The project consists of the excavation and installation of 31 vaults and the connection to the existing storm drain system. Biofiltration Retrofit Project CIP No. 50041 June 2, 2015 Page 2 Formal bids were publicly opened on May 4, 2015 and reviewed by Public Works. Seven (7) bids were received and are summarized below by order of least dollar amount: • Beador Construction Company, Inc $ 1,513,300.00 • Palp, Inc. dba Excel Paving Company $ 1,627,629.00 • Environmental Construction, Inc $ 1,733,659.20 • California Waters Development, Inc. $ 1,897,000.00 • Highland Construction, Inc. $ 1,925,900.00 • Minako America Corporation dba Minco Construction $ 2,160,000.00 • Clean Cut Landscape. $ 2,297,650.00 Staff has reviewed the references and the State Contractor's License for Beador Construction Company, Inc. and has determined that they are appropriate for the subject project. It is recommended that the City Council award the construction contract to the lowest responsive/responsible bidder, Beador Construction Company, Inc. for the Biofiltration Retrofit — Edinger/Red HillNalencia/Kengsington Park quadrant project CIP No. 50041 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
