FISCAL IMPACT None, based upon the utilization of the Public Utilities Commission (PUC) Rule 20A Regulations. BACKGROUND In February, 1992 the City Council established a priority list of projects for the undergrounding of overhead utilities consisting of nine (9) projects. Since that time three (3) projects have either been completed or are in progress by the appropriate agencies, and more recently on June 21, 1993 the Council approved the acceleration of an additional project on Red Hill Avenue between Copperfield Drive and the I-5 Freeway, at the request of the Southern California Edison Company. The remaining projects on the priority list are as follows, with the project dates of implementation based upon Rule 20A Funding: i . · · · Red Hill Avenue between the I-5 Freeway and Bryan Avenue (1994-95) Bryan Avenue/Main Street between Red Hill Avenue and Newport Avenue (1996-97) Main Street between "C" Street and ~he SR55 Freeway (1998-99) E1 Camino Real between Newport Avenue and Browning Avenue (2000-2002) Nisson Road between Pasadena Avenue and "B" Street (2003-2004) Utility undergrounding is usually funded by the Public Utilities Commission Rule 20A Regulations. Rule 20A provides for the total cost of undergrounding to be borne by the utility company, with the exception of the cost of private property service conversions from overhead to underground. Under the Rule 20A process Tustin receives approximately $162,900 annually each January. DISCUSSION The City has received a request (copy attached~ from Mr. Roger Klein for the undergrounding of the overhead utilities along Yorba Street between Irvine Boulevard and Seventeenth. This undergrounding project, when implemented would require all private electrical, telephone and cable television services to be converted to an .underground facility. Staff has estimated a cost to complete this requested undergrounding project along Yorba Street at $530,000, which will equate to about a three-year Rule 20A allotment based on 1993 dollars. It is requested that the City Council consider adding this project to the prioritized project list as project no. 6. Yorba Street is a highly visible roadway and the undergrounding of these utilities will provide an improved viewscape within the area. I was told Tustin has a 1 O-year plan to place all such utilities underground and that our stretch of Yorba is not planned for such construction for some time. We urge you to move this construction date forward, preferably this summer. We are all ve_ry concemed about the electromagnetic fields that are created by the transformers on the telephone poles. I, myself, have four such transformers surrounding my property on all but one side. The appearance of our neighborhood would be greatly enhanced by the removal of the telephone poles and tree service along Yorba would be made easier thus less costly. We've been inconvenienced enough with the freeway construction dudng the past years as well as the increased noise, dirt, pollution and congestion created by. the additional traffic. We feel the city can compensate us in this small way by eliminating the telephone poles along Yorba between Irvine Blvd and 17th Street.
