RESOLUTION NO. 93-03, MODIFYING CERTAIN CONSTRUCTION PERMIT FEES AND INSPECTION CHARGES FOR THE ENGINEERING DIVISION OF THE PUBLIC WORKS DEPARTMENT Council requested that existing fees for City services be reviewed. Staff has conducted a study of, construction permit fees, inspection charges, and surveyed various Orange County municipal agencies to determine a median level for permit fees. Recommendation: Adopt the following Resolution No. 93-03 as recommended by the .Public Works/Engineering Division: RESOLUTION NO. 93-03 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, MODIFYING CERTAIN CONSTRUCTION PERMIT FEES AND INSPECTION CHARGES FOR THE ENGINEERING DIVISION OF THE PUBLIC WORKS DEPARTMENT 2. VESTING TENTATIVE TRACT MAP 14748 (CALIFORNIA PACIFIC HOMES) Vesting Tentative Tract Map 14748 is proposed by California Pacific Homes and would create 12 new residential lots to be added to Tentative Tract 14381 using Cluster Development Standards. The project is bordered by Patriot Way on the north, Lot 4 of Tract 13627 on the south, Jamboree Road on the east, and Pioneer Road on the west. Recommendation by the Community Development Department: a. Approve the environmental determination for the project by adopting the following Resolution No. 93-73: Council Agenda 1 J~,lv 19, 1993 b, RESOLUTION"No. 93-73 - A RESOLUTION '(~F THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE EAST TUSTIN SPECIFIC PLAN (FINAL EIR 85-2, AS MODIFIED BY SUBSEQUENTLY ADOPTED SUPPLEMENTS AND ADDENDA) IS ADEQUATE' TO SERVE AS THE PROGRAM EIR FOR VESTING TENTATIVE TRACT MAP 14748 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT .. Approve Vesting Tentative Tract Map 14748 by adopting the following Resolution No. 93-74, as submitted or revised: RESOLUTION NO. 93-74 - A RESOLUTION OF THE. CITY COUNCIL OF THE CITY OFTUSTIN, CALIFORNIA, APPROVING VESTING TENTATIVE TRACT MAP NO. 14748 TO EXPAND TENTATIVE TRACT 14381 TO ADD 12 ADDITIONAL DWELLING UNITS 3. VESTING TENTATIVE TRACT MAP 14782 (CALIFORNIA PACIFIC HOMES) Vesting Tentative Tract Map 14782 is proposed by California Pacific Homes and would subdivide an approximate lO-acre site for development of 94 patio home dwelling units. The site is bordered by Laurel Glen Neighborhood Park on the north, Myford Road on the east, the El Modena/Irvine Channel and Bryan Avenue on the south, and Tract 13106 on the west. Recommendation by the Community Development Department: a, Approve the environmental determination for the project by adopting the following Resolution No. 93-75: RESOLUTION NO. 93-75- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE EAST TUSTIN SPECIFIC PLAN (FINAL EIR 85-2, AS MODIFIED BY SUBSEQUENTLY ADOPTED SUPPLEMENTS AND ADDENDA) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR VESTING TENTATIVE TRACT MAP 14782 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT b. CONSENT CALENDAR - All matters listed under Consent Calendar are considered routine and will be enacted by one motion. APPROVAL OF MINUTES - JULY 6, 1993 REGULAR MEETING Recommendation: Approve the City Council Minutes of July 6, 1993. e APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $1,283,250.34 and ratify Payroll in the amount of $308,954.86. . CANINE SALES AGREEMENT Recommendation: Approve a sales agreement between the City of Tustin and Officer Pat Welch for the purchase of Canine Ringo who is retiring from active service effectiv(~ August 1, 1993. . CONTRACT AMENDMENT/TURBO DATA SYSTEMS Recommendation: Approve amendment to the City's contract with Turbo Data Systems, Inc. VII. NEW BUSINESS 1. APPOIN'DMENT OF NEW DIRECTOR FOR TUSTIN PUBLIC INFORMATION, INC. In 1984, Tustin Public Information, Inc. (TPI) was the nonprofit public benefit corporation formed to provide a reduced bulk mailing rate for the Tustin Today brochure. TPI meets annualty to review costs related to postage and production of the brochure and recommend changes for the next fiscal year as necessary. Council Agenda 3 July 19, 1993 VIII. Julie Carter, Administrative Assistant, has experience with development of graphics, information pamphlets, and handbooks and would be.an excellent addition to the Board of Directors. According to Section 12 of the Bylaws the Council needs to remove the current Board Member, Royleen White, who no longer works for the City, and appoint the new Board Member, Julie Carter. Recommendation: By the Community Services Department: a, Remove Royleen A. White, former Director of Community and Administrative Services from Tustin Public Information, Inc. Board of Directors. b. Appoint Julie Carter, Administrative Assistant, as the replacement Board Member. 2. CITIZEN CONCERNS - SYCAMORE AVENUE PEDESTRIAN ACCESS BETWEEN PEPPERTREE AND TUSTIN MEADOWS DEVELOPMENTS The City recently received letters from residents living in the Tustin Meadows and Peppertree developments expressing various concerns regarding the pedestrian walkway along Sycamore Avenue. Recommendation: Authorize staff to prepare a study investigating citizen concerns relating to the existing pedestrian access on Sycamore Avenue between Peppertree and Tustin Meadows developments as recommended by the Public Works Department/Engineering Division. 3. TERM EXPIRATIONS FOR COMMISSIONS/COMMITTEES The Planning Commission, Parks and Recreation Commission, Audit Committee, and Cultural Resources Committee have members with term expirations effective July 19, 1993. Recommendation: Pleasure of the Council. 4. RENAMING CITY PARKS Council expressed concern with possible confusion regarding the names of Centennial Park, Magnolia Tree Park, and Peppertree Park and requested the Parks and Recreation Commission consider name changes for these parks. Recommendation: Do not change the names of any City parks, but develop an informational campaign which will help reduce confusion about the names of existing parks as Fecommended by the Parks and Recreation Commission. REPORTS 1. PLANNING COMMISSION ACTION AGENDA - JULY 12, 1993 The July 12, 1993 Planning Commission meeting was canceled due to lack of a quorum. The next scheduled Planning Commission meeting is July 26, 1993. Council Agenda 4 July 19, 1993 IX. X. Xl. 2. TUSTIN RANCH $,--,JRTS PARK DESIGN UPDATE The City Council has requested updates on the progress of the preparation of the Master Plan, working drawings, and bid specifications for the Sports Park. Recommendation: Receive and file subject report as recommended by the Community Services Department. 3. 1992-93 CAPITAL IMPROVEMENT PROJECTS SCHEDULE/STATUS REPORT QUARTERLY UPDATE (FOURTH QUARTER) A graphical charting report of the schedule/status for the 1992-93 Capital Improvement Program as of the fiscal year's fourth and final quarter. CITY COUNCIL ADJOURNMENT The City Council has scheduled a joint meeting with the Planning Commission on Monday, July 26, 1993, 5:30 p.m. at the Tustin Area Senior Center; a joint meeting with the City of Irvine on Commuter Rail Station on Thursday, July 29, 1993, 6:00 p.m., at the City of Irvine Council Chambers; and the next regular meeting of the City Council is scheduled for Monday, August 2, 1993, 7:00 p.m., at the Tustin Area Senior Center.
