STATUS UPDATE: REQUEST TO REMOVE PARKING RESTRICTIONS ON
SUBJEC~ MYFORD ROAD AND HERITAGE WAY (ARCADA CONDOMINIUM DEVELOPMENT-
EAST TUSTIN TRACT NO. 13096)
RECOMMENDATIONS:
It is recommended that the City Council, at their meeting of July 6,
1993, receive and file the subject report.
FISCAL IMPACT:
The Engineering Division has expended almost $5,200.00, to this date, in
preparation of a Traffic Study, in coordination with the Arcada
Community Association and with the Orange County Fire Department
regarding this issue. These funds were absorbed by the Engineering
Division's FY 92-93 budget for City staff salaries and Engineering
Consultant Services. It is estimated that costs for final coordination
of this issue with the Community Association will be approximately
$500.00, which can be included in the Engineering Division's FY 93-94
budget for City staff salaries and Engineering Consultant Services. The
recommended modifications to on-site parking facilities within the
Arcada .Development would be implemented by the Arcada Community
Association and would have no fiscal impact to the City.
BACKGROUND:
At the City Council meeting on December 21, 1992, the Council considered
an item entitled, "Request To Remove Parking Restrictions on Myford Road
and Heritage Way". After considerable discussion of the item, the
· Council directed staff to conduct an internal study to consider easing
parking restrictions on Myford Road and Heritage Way.
The aforementioned study was completed by staff and was placed on the
Council agenda of February 16, 1993. At the February 16, 1993 Council
meeting, it was requested by Councilmember Potts to continue this item
until the March 1, 1993 Council meeting.
On February 24, 1993, the City received a request from the Arcada
Community Association to continue this item until further notice.
Subsequently, the City Council tabled this item indefinitely. A copy of
the Council Action Agenda from the March 1, 1993 meeting is attached.
In February 199'3, the Engineering Division staff-prepared a trafYic
evaluation study investigating the possibility of allowing on-street
parking on Myford Road between Bryan Avenue and Heritage Way, and on
Heritage Way between Myford Road and Bryan Avenue.
Based.upon the study, it was determined that on-street parking should
not be allowed on Heritage Way since this would compromise traffic
safety on the street by further impeding already limited vehicular
visibility and would also preclude the future addition of planned
bicycle lanes on Heritage Way.
It was also determined that any attempt to modify the street striping on
Myford Road to provide on-street parking would require the relocation of
traffic signal loop detectors and re-signing the area to reflect the
changes. It would also preclude the implementation of a left-turn
pocket for accessing the future development on the site to the west side
of Myford Road opposite the Arcada Development, and would eliminate the
existing left-turn median area, thereby increasing the City's liability
exposure by creating a possible increased potential for rear-end type of
accidents.
Based upon the study, it was concluded that the overall citywide
traveling public would be best served by maintaining the current parking
restrictions on Myford Road and Heritage Way.
DISCUSSION:
Since the March 1, 1993 City Council meeting, Engineering Division staff
has coordinated with the City's Community Development Department and the
Orange County Fire Department to develop on-site parking alternatives to
provide additional parking within the Arcada Development. This
cooperative effort has resulted in the recommendation of on-site
facility modifications that would provide an additional nineteen parking
spaces within the Arcada Development.
The recommendations for modification of on-site facilities to provide
additional parking were presented to Mr. Mark Gay of the Arcada
Community Association on May 13, 1993 at a meeting within the Arcada
Development. At that time, Mr. Gay explained that the recommendations
would need to be reviewed and approved by the Community Association
Board prior to implementation of any of the proposed measures.
In a follow-up telephone conversation on June 14, 1993 with Mr. Gay it
was learned that the Board of Directors for the Community Association
has changed personnel and that the on-site parking recommendations would
· be revisited by the Board sometime during the months of July or August
1993. Mr. Gay also informed staff that he would be informing the City
6f any approved changes by the Community Association Board to the on-
site parking situation when they occurred.
CONCLUSION:
City staff will continue to coordinate the implementation of the
recommended on-site parking improvements within the Arcada Development
with the Arcada Community Association. We will return with a status
report to the Council when decisions have been made by the Arcada
Community Association Board regarding on-site parking modifications.
