HUSTON, EXECUTIVE DIRECTOR, REDEVELOPMENT AGENCY COMMUNITY SERVICES DEPARTMENT - - SUBJEC~ AWARD OF ~O~A~"~ FOR ~ONS~RU~ION OF COLUMBUS -TUSTIN PARK P~iASE 2B - COLUMBUS TUSTIN GYMNASIUM ,RECOMMENDATION: To award a contract for the construction of Columbus Tustin Park Phase 2B, the Columbus Tustin Gymnasium, to Braaksma-Himmelman, Inc. of the City of Industry in the amount of $1,629,900. ,FI SCAL, TMPACT :, Funding for the project was included in the 1992/93 Redevelopment Agency budget. The entire budget for the project, including architectural fees, project management, construction costs, utility fees, plan check and a contingency fund is estimated to be $2,463,000. The preliminary cost estimate, which was included in the budget, for the construction of the gymnasium was $1.8 million. Allowing a 10 percent construction contingency of $162,900, the bid plus contingency is within budget limits. BACKGROUND: On April 5, 1993 the City Council approved plans and specifications and authorized advertisement for bids for the construction of the Columbus Tustin Gymnasium. Phase 2B will complete the capital improvement projects planned for Columbus Tustin Park. On June 16, 1993, sealed bids for the project were opened. DISCUSSION: Eleven bids for project construction were received. The three low bids were as follows: Braaksma-Himmelman, Inc. CWR Corporation Irvine Engineering Corporation $1,629,000 1,673,000 1,704,972 A complete listing of all bids submitted has been included as an attachment. After an extensive reference check of the contractor and subcontractors, a review of the bid by the project manager and a determination that the contractor holds a valid contractor's license, staff has determined that Braaksma-Himmel~an.has s.ubmitted the lowest qualified bid. The amount of the bid is within the architect's engineering estimate of 1.8 million dollars. Alternatives #1-5 are deletions. The current budget requires no deletions. Alternative #6, the upgrade from a maple to beech floor in the gymnasium was not added. Construction of the project will begin shortly after the award of contract.
