FISCAL IMPACT If the proposed applications are approved by OCTA, the City's funding obligations for various projects in the Seven-Year Capital Improvement Program will be reduced by over $500,000. BACKGROUND On January 27, 2003, OCTA issued a call for project applications for various projects within the TEA Program for Fiscal Years 2003~2004 and 2004~2005. The TEA program is a federal program that provides grants to local and state agencies to be used for transportation related projects that enhance quality-of-life in or around transportation facilities. The specific amount available Countywide under the program is $6 Million. The City will be required to provide a minimum of 25 percent matching funds for each approved project. The total maximum amount of TEA Program funding available for each project is $500,000. Staff has prepared TEA Program applications for two projects consistent with the City's proposed Fiscal Year 2003~2004 through 2009/2010 Seven-Year Capital Improvement Program. The first project is the Edinger Avenue Beautification Project between east of Red Hill Avenue and west of Jamboree Road, which consists of landscaping and irrigation Submittal of City of Tustin Applications for Transportation Enhancement Activities (TEA) April 7, 2003 Page 2 installation along the median island and the north parkway of Edinger Avenue adjacent to the railway right-of-way. These projects were selected based upon review of past application submittals, current established criteria for funding and evaluation of the project matching fund requirements. Resolution No. 03-46 designates the projects to be submitted by the City for Fiscal Years 2003/2004 and 2004/2005 of the OCTA TEA Program.
