HUSTON, CITY MANAGER FROM: PARKS AND RECREATION SERVICES SUBJECT: APPOINTMENT TO FILL VACANCY IN BOARD OF DIRECTORS OF THE TUSTIN AREA SENIOR CENTER FUND, INC. SUMMARY: Pursuant to its Articles of Incorporation and its by-laws, the Tustin Area Senior Center Fund, Inc., consists of five (5) Directors. With the passing of the Fund's President, Margarete Thompson, in February 2003, a vacancy currently exists in the Board of Directors. As per the by-laws, any vacancy may be filled by appointment of the City Council. RECOMMENDATION: It is recommended that the City Council appoint Marc Lopez, Senior Advisory Board Chair, to the Board of Directors of the Tustin Area Senior Center Fund, Inc. BACKGROUND: The Tustin Area Senior Center Fund, Inc. was established in 1985 to raise money for the construction of the Tustin Area Senior Center. When the Center opened in 1989, the Articles of Incorporation were amended to include acceptance of gifts and donations to aid in capital acquisitions and operation of the Center. Some of the projects financed by the Fund include the reception desk located in the lobby, computer software to produce the monthly newsletter, viewing windows in the lounge and classroom window coverings. The last annual meeting of the Tustin Area Senior Center Fund, Inc. Board of Directors was held March 4, 2002. In February 2003, the Tustin Area Senior Center Fund, Inc. President, Margarete Thompson, passed away. The remaining members include Willliam A. Huston, City Manager, Anthony Kawashima, Mayor Pro Tern, Janet Schwartz, Board Member and Marisa Charette, Board Member. According to the bylaws, the Board of Directors consists of one member from the City Council, one member from the Senior Advisory Board, The City Manager and two Members-at-Large. Due to the passing of Margarete Thompson, there is now a vacancy for a member from the Senior Advisory Board. Marc Lopez, the Chairman of the Senior Advisory Board, has expressed an interest in the appointment. Mr. Lopez has been on the Senior Advisory Board for two years. He was an acting board member for the first year and elected to Chair in the second. He also serves as the Chairperson for the Ways and Means Committee that has raised $70,000 for the Classroom Three Project. In addition to the Senior Advisory Board, Marc is a volunteer counselor for HICAP (Health Insurance Counseling and Advocacy Program) which counsels Tustin seniors through individual appointments to answer questions and provide information about health insurance, Medicare, MediCal, HMO's, Supplemental and Long Term Care Insurance. Prior to her passing, Mrs. Thompson discussed with Parks and Recreation staff that Mr. Lopez would make an excellent replacement for her on the Board. She was planning on resigning in July 2003 and was going to recommend him as the replacement at that time. Following the appointment of a new director, an annual meeting will be scheduled. An annual report of the Senior Fund's activities and fiscal analysis will be presented at that time.
