SUMMARY:
Set the date and time to conduct interviews to fill one vacancy on the Cultural
Resources Advisory Committee.
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
Due to the resignation of a committee member, there is one vacancy on the Cultural
Resources Advisory Committee.
A public notice was published twice in the Tustin News, advertised on the City's
website, and posted on the City's posting boards that the City Council was seeking
candidates interested in serving on the Cultural Resources Advisory Committee. The
information included required qualifications and duties.
The following individuals submitted their applications for the Cultural Resources
Advisory Committee (one vacancy, term expires on July 19, 2004):

The final step in the selection process would be completion of ballots by the City
Council, which has been tentatively scheduled for their meeting on Monday, April 21,
2003.

Project, including coordinating and/or preparing required plans and procedures, development and coordination
of client review presentations, and development and issue of the monthly Progress Report and the weekly Flash
Report.
The project consisted of adding several major new process units (Crude Vacuum, Residue Fluid Catalytic
Cracking, Alkylation, Sulphuric Acid Treatment, and Amine Sulphur Recovery Units) as well as modification of
existing facilities, utilities, offsites and infrastructure needed to support the project.

Project Engineer responsible for coordinating the development of a Standard Project Execution Plan and
Standard Project Procedures Manual. Activities included obtaining best practices, coordinating input from the
various departments, resolving conflicts, and developing methods to ensure the electronic files were organized
and easy to update.
These manuals were the first in a series of standard manuals that have been developed by the company for use in
project execution. They cover a wide range of activities and reflect OSR and worksharing requirements. They
are made up of a number of Word files that Project Managers can download for easy customization by the
project team to reflect the requirements of their projects.

Architect-Engineer/Partnering Services Project

Project Engineer on the A-E/Partnering Services Project at the Los Alamos National Laboratory tasked with
coordinating and/or preparing project documentation. This project will provide Architect-Engineer services
over a seven year period for a number of facilities at the Los Alamos site.
The management system for this project must be flexible so that only minimal additional documentation must be
issued as separate Task Orders are issued over the seven year life of the project. Responsibilities include
development of plans and procedures to comply with federal and company requirements, and coordination of
those activities between the Los Alamos National Laboratory operating contractor and internal Fluor Daniel
team members.
FD Northwest Procedure Migration Project

Project Engineer tasked with coordinating the conversion of documentation at'this former ICF -
Kaiser/Westinghouse office (acquired with our win of the Hanford site contract) to comply with Fluor Daniel
standards as the new FD Northwest office.
Responsibilities included develoPment/conversion of model plans and procedures to comply with federal and
company requirements, development of the GSOC InfoBase on the FD network for easy access to this
information, and the coordination of those activities between the various Fluor Daniel Northwest team members.
Canister Storage Building Project
(1996)

Administration Manager tasked with performing administrative functions on the Canister Storage Building
Project in Richland Washington. This project designed a building to safely store spent nuclear fuel at the
Hanford site.
Activities included supervising clerical and Technical Document Control personnel, coordinating and/or
preparing required plans and procedures, tracking government property, and producing the Critical Items List
and the Detailed Design Report. In addition, performed Configuration Management activities on the project,
including preparation and tracking of Change Requests.
Petroleum & Petrochemicals (P&P) InfoBase
(1995)

Project Manager tasked with coordinating the development of the Petroleum and Petrochemicals InfoBase
Project in Lotus Notes. This project involved setting up the InfoBase structure, and supervising the preparation
and placement of over 3500 documents in the database. These documents are used for the execution of all P&P
projects, and include administrative and technical procedures, master specifications, details, and forms.
AKOSH/NEC Safety Compliance Project
(1994)

Project Engineer tasked with coordinating and/or preparing engineering studies and other documentation
required on the Alaska Occupational Safety and Health/National Electrical Code (AKOSH/NEC) Safety
Compliance Project for the Alyeska Trans Alaska Pipeline System. This project inspected the electrical facilities
of the pipeline after almost twenty years of operation and resolved any identified safety concerns.
The documentation developed included engineering studies (which evaluated various conditions and
recommended a course of action), document control plans and procedures (which ensured accurate record
keeping in the event of congressional inquiries or future audits), and other plans and procedures required by the
client and the Operating Principles Guidebook.
Hanford Waste Vitrification Plant
(1991- 1993)

Project Engineer on the Hanford Waste Vitrification Plant near Richland, Washington. This major billion dollar
nuclear waste remediation project immobilizes liquid high-level nuclear waste in a borosilicate glass for safer
storage and handling.
Project Engineer tasked with coordinating and/or preparing project documentation required by the government
for this major nuclear waste remediation project. Responsibilities included development of plans and
procedures to comply with federal requirements, and coordination of those activities between the client
(Department of Energy), the operating contractor (Westinghouse Hanford Company), the constructor (UE&C-
Catalytic) and internal Fluor Daniel team members. Documents developed included the Project Management
Plan, Systems Engineering Management Plan, Configuration Management (CM) Plan and numerous
engineering, CM, and administrative procedures.
In addition, coordinated other Configuration Management activities, including identification of the technical
baseline, development of the CM and change control process, and evaluation of the CM program for
conformance to DOE Order 4700.1 and other applicable requirements.
Security System Upgrade
(1991)

Project Engineer tasked with coordinating procurement activities during the design of an upgraded fiber optic
based security system for the Rocky Flats nuclear weapons plant outside of Denver, Colorado. This fiber optic
based system was designed on an accelerated schedule to meet a Department of Energy required milestone. The
government was responsible for procuring specialized equipment, and the construction contractor for other
material. Responsibilities included coordinating the issue of purchase orders, and creation and maintenance of a
procurement tracking database.

Project Engineer tasked with the completion of specific projects requested by two of Sprint's major corporate
customers. Projects included hardware installation and/or change-out, and coordination of operations and
maintenance testing programs to verify network performance. In addition, assisted in the development of a
department wide PC-based computer program which analyzed mainframe network performance data and made it
available to major Sprint customers.
PROJECT ENGINEER I
Digital Fiber Optic Network
(1986- 1989)

Project Engineer on the Sprint Project at Sprint's corporate headquarters in Kansas City, Missouri. Sprint
constructed a 24,000 mile fiber optic network which employs the latest in digital technology, including forty-
three new Northern Telecom switches.
Switch Installation: Project Engineer tasked with the successful in-service operation of fifteen new Northern
Telecom DMS-250/300 switch systems and subsystems at strategic locations around the country, and integrating
the new switches into the operating digital network. Project involvement began with property acquisition and
continued with building design and construction, equipment engineering and installation, software and billing
validation, circuit provisioning, test and acceptance, and culminating with the placement of live customer traffic
on the switch. The switch projects, many as large as 32,640 equipped ports, also included peripheral equipment
such as echo cancelers, billing computers, alarm units, and multiplexing equipment.
Work on all projects required close cooperation between the vendor (NTI) and all the many departments at
Sprint. To achieve the aggressive schedule and promote a team approach, chaired weekly/monthly Coordination
Meetings at either the corporate headquarters or at regional offices around the country.
Hardware Change-out: Project Engineer for the ECORE (Enhanced Core) project, which replaced the existing
front-end processor on the 43 Northern Telecom DMS-250/300 switches with an improved, faster processor. To
prevent network disruptions, close coordination occurred between the engineering, installation, and maintenance
organizations.
Work involved installing new front-end equipment and then integrating that equipment into the existing switch
during the commissioning process. This was equivalent to "performing open heart surgery on a marathon runner
during the middle of a race," as call processing could not be interrupted and work could only occur during
maintenance (late night) hours. In addition, Sprint was the first long distance company to deploy ECORE on a
DMS-250 switch.
Software Upgrades: Project Engineer tasked with the successful rollout of new software for Sprint's 43
Northern Telecom digital switches while normal network operations and maintenance continued uninterrupted.
Sprint upgrades their software once or twice a year to offer new products/features and add operating
enhancements for their network. Rigorous testing was of paramount importance, first using test traffic in their
labs and then limited live traffic at selected sites. Major efforts were focused on preventing revenue problems
(i.e., loss of billing data or call processing ability) and minimizing down time of the switch during software
installation.
Also worked as Switch Project Controls Engineer when first assigned to the project. Prepared estimates,
Authorization for Expenditures (AgEs), schedules, proposals, and progress updates. As Project Engineer,
supervised and was responsible for the production of this information.
ASSOCIATE ENGINEER II
Lisburne Facilities Project
(1984- 1986)

Estimating Engineer on the Lisburne Facilities Project located in Prudhoe Bay, Alaska with Lower 48 modular
construction in Portland and Astoria, Oregon. This facility (designed to produce 100 MBOPD of oil and 600
MM SCFD of associated gas) consists of a production center, six drill sites, power distribution and a number of
cross-country pipelines.
Developed and maintained a Material Forecasting System by purchase order for all direct field material
utilizing LOTUS software on the IBM PC.
Coordinated the completion and distribution of the detailed Capital Cost Control Estimate and subsequent
revisions. Input deviations from this estimate into FACT, a mainframe computer cost program.
ASSISTANT ENGINEER I
Petrochemical Complex
(1981 - 1984)
Saudi Petrochemical Company
A1 Jubail, Saudi Arabia, Middle East
Cost Engineer on the $2.4 billion Saudi Petrochemical Complex located in Al Jubail, Saudi Arabia. This project
(with modular construction at two locations in Japan) consists of several plants for the production of
Chlorine/Alkali, Ethylene, Ethylbenzene, Styrene and Crude Industrial Ethanol (CIE). Additional facilities
include utilities, dock storage, off-plot pipelines and a salt mine.
Utilizing PCRS, a mainframe computer cost program, estimated and processed all design developments, trends,
etc., for six different areas of the plant, including intake and effluent facilities, flares, dock storage and loading
facilities, and a number of off plot pipelines. Estimates were used to evaluate the cost impact of changes and
recommend appropriate action to the client.
Developed progress and budget data for the two Japanese modyards for the Uniform Reporting System (URS), a
Department of Defense based project reporting system required by the Saudis of all contractors working in the
Kingdom. Utilized the personal computer for data analysis.
DOW-AMMON B UILDERS/BLACKINTON-DECKER, INC. (1979 - 1980)

Prepared quantity takeoffs and assembled bids for construction of medium-sized commercial structures for these
two firms (part time) while attending college.
