HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION INITIATION OF UNDERGROUND UTILITY DISTRICT RECOMMENDATIONS: Approve the acceleration of the Red Hill Avenue undergrounding project between Copperfield Drive and the I-5 Freeway and direct staff to commence the proceedings to initiate an Underground Utility District. FISCAL IKPACT: :No budgeted funds during fiscal year 1993-94. Staff time, which would be from costs in. the proposed 1993-94 Public Works Operations Budget Project would require a Capital Improvement appropriation in fiscal year 1994-95 in the amount of $23,000. BACKGROUND: -, , ' .. " In February, 1992 the City' Council established a priority list of projects for the undergrounding of overhead utilities consisting of nine _(9). projectS. Since that time three (3) of the projects have either been completed or are in progress by the appropriate agencies. The remaining projects are located as follows: 2. 3. 4. 5. 6. 'Red Hill Avenue between Copperfield Drive and the I-5 Freeway '(1993-94). Red Hill Avenue between I-5 Freeway and Bryan Avenue (1995- 96) . Bryan Avenue/Main Street between Red Hill Avenue and Newport Avenue (1997-98). Main Street between "C" Street and the SR-55 Freeway (1999- 2OOO). E1 Camino Real between Newport Avenue and Browning Avenue (2001-2004). Nisson Road between Pasadena Avenue and "B" Street (2005- 2007). Utility undergrounding is usually funded by the Public Utilities Commission (PUC) Rule 20A Regulations. Rule 20A provides for the total cost of undergrounding to be borne by the utility company, with the exception of the cost of private property service conversions from overhead to underground. Under the Rule 20A allocation process Tustin receives approximately $162,900 annually each January and it is anticipated that the City will have a balance of $105,500 as of January 1994. DISCUSSION: The Edison Company has requested that the City accelerate a utility undergrOunding project for calendar year 1994 and have indicated they would be willing to front any shortfall of funding from the City's 1995 allocation. The next prioritized project is the continuation of the undergrounding of facilities along Red Hill Avenue between Copperfield Drive and the I- 5 Freeway at an estimated cost of $262,500 exclusive of the private property service conversions. In addition to the undergrounding, it will be necessary to install approximately fourteen additional street lights at an estimated cost of $23,000, which would not be covered by Rule 20A Funding. The cost of these additional street lights could be budgeted in the 1994-95 fiscal year as a City expense. Staff is requesting that the City Council approve the acceleration of the Red Hill Avenue project between Copperfield Drive and the I-5 Freeway and direct staff to commence the proceedings to initiate an -underground utility district for the Red Hill project.
