AWARD OF CONTRACT FOR THE STREET REHABILITATION OF WARNER
SUBJECT: AVENUE BETWEEN SR-55 FREEWAY AND RED HILL AVENUE (CIP NO.
700123, AHFP NO. 92-072)
RECOMMENDATION
It is recommended that the City Council,
21, 1993, take the following actions:
at their meeting of June
Award the,contract to R. J. Noble Company of Orange, in. the
amount of $144,786.60 for the subject project.
Adopt the attached resolution requesting the County of Orange
to allocate Arterial Highway Financing Program (AHFP) funds in
the amount of $65,153.97, which represents 90% of AHFP share
of construction, for the subject project.
FISCAL IMPACT
The City fully budgeted for this project in 1992-93 FY. The final
contract amount will be funded by matching funds from three
agencies: $72,393.30 from AHFP/Orange County; $43,010.00 from City
of Tustin; and $29,383.30 from city of Santa Aha.
BACKGROUND

The low bid is 14.66% below the Engineer's estimate of $169,664.00.
The qualifications and the Contractor's State License of R. J.
Noble Company have been checked and are appropriate for the subject
project. The project consists of: reconstructing and/or
resurfacing the highway pavement; placement of pavement reinforcing
fabric; adjustment of manholes and water valve covers to grade;
repair of curb and gutter; and construction of traffic striping,
pavement markers and detection loops. This is a joint project with
the City of Santa Ana, which will allow for improvement of the
entire street in lieu of only half the street.

for Street Rehabilitation on Warner Avenue
This project has been authorized for award and approved for 50%
funding, for eligible items, by Orange County's Arterial Highway
Financing Program (AHFP). Ninety percent (90%) of the eligible
A/~FP share of the contract amount may be requested once the
construction contract is awarded. The attached resolution is the
initial funding request and is required in accordance with AHFP
procedures manual.

RESOLUTION NO. 93-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO ALLOCATE
ARTERIAL HIGHWAY FINANCING PROGRAM (AHFP) FUNDS FOR
STREET REHABILITATION OF' WARNER AVENUE BETWEEN SR-55
FREEWAY AND RED HILL AVENUE
WHEREAS, the County of Orange approved an Arterial Highway
Financing Program for the fiscal year 1992/93; and
WHEREAS, the program includes $105,600.00 in fiscal year
1992/93 for a street rehabilitation project on Warner Avenue
between SR-55 Freeway and Red Hill Avenue; and
WHEREAS, the City of Tustin has adopted a General Plan
Circulation Element which does not preclude implementation of the
MPAH within its jurisdiction; and
NOW, THEREFORE, BE IT RESOLVED that the City of Tustin,
hereby requests the County of Orange allocate $65,153.97 of AHFP
funds from.the AHFP Program for construction of said project to
the city. This request is in conformance with the AHFP allocation
process and does not exceed ninety (90) percent of the programmed
amount or ninety (90) percent of the construction contract.
BE IT FURTHER RESOLVED, that the city of Tustin,
fund its share of the improvement costs of the above
· fiscal year and any additional costs over the
programmed AHFP dollars.

BE IT FURTHER RESOLVED, that the City of Tustin, has awarded
the.'contract for the project on June 21, 1993 for $144,786.60.
BE IT FURTHER RESOLVED, that the City of Tustin, has 1)
designed the project improvements, and 2) completed required
preparatory work in accordance with the standards required by the
city and other affected jurisdictions involved with said project.
BE IT FURTHER RESOLVED, that the remaining ten ~10) percent
in AHFP funds will be transferred to the City of Tustin when
construction is completed and a.final report on the project is
accepted by the County of Orange. The City of Tustin agrees to
submit the final report to the County of Orange within ninety (90)
days after the City's acceptance of the improvements.
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Tustin held on the 21st day of June, 1993.
