HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION CROSSING GUARD STUDY AT THE INTERSECTIO~ OF BRYAN AVENU~ AND BROWNING AVENUE " RECOMMENDATION: It is recommended that the City Council, 21, 1993, receive and file this report. at their meeting of June FISCAL IMPACT: It is estimated that the cost of assigning a crossing guard at the noted .~ntersection is approximately $5,000.00 per school year. Funding for the assignment of the crossing guard will be absorbed in the Police Department budget. BACKGROUND: At the May 17, 1993 City Council meeting, Mayor Pro Tem Saltarelli expressed concern regarding school children crossing at the intersection of.Bryan Avenue and Browning Avenue to attend Veeh Elementary School and Columbus-Tustin Middle School. It was indicated that due to the location of the two schools south of Bryan Avenue, the noted intersection is heavily utilized by school- related pedestrian traffic. An exhibit showing the noted location is attached to this report. Engineering Division staff was directed by the City Council, at the May 17, 1993 meeting, to prepare a report investigating and addr%ssin~ the need for a crossing guard at the noted location. DISCUSSION: The Engineering Division staff has completed the traffic investigation of the subject location. It has been determined that pedestrian activity at the subject intersection is sufficient to meet the Adult Crossing Guard Warrant per guidelines in the State of California Department of Transportation's Traffic Manual. The Tustin Police Department progress of the traffic study guard at the noted location. have also been notified of the and have already placed a crossing CONCLUSION: According to the Tustin Unified School District, neither of the subject schools involved with this study are designated as summer school si{es. Therefore, it is recommended that a crossing guard not be assigned during the summer non-school session months at this location, but rather, reassigned to this location at the beginning of the 1993-94 school year in September 1993.
