RECOMMENDATION:
It is recommended that the Tustin City Council
transfer of $15,867 from the fiscal year 92-93
capital fund to the Redevelopment capital fund;
authorize a
general fund
and
It is recommended that the Community Redevelopment Agency
award the contract to the lowest bidder, Department of
Interior Construction.
FISCAL IMPACT:
The preliminary cost estimate was $10,500 plus $2,500 for a Glass
Fibre Reinforced Concrete (GFRC) alternate as noted in the
recommendations for Redevelopment Agency Resolution No. 93-03
adopted April 5, 1993, which states that this project will be
funded from the general fund capital fund. The lowest bid was
$13,683 plus $2,184 for GFRC alternate trim for a total award
amount of $15,867.
BACKGROUND:
The project was authorized to advertise for bids on April 5, 1993
per RDA Resolution No. 93-03. The bid results are based on the
staff recommendation of using the base bid and Alternate No. 2 for
GFRC trim to match the existing structure. An additional Alternate
No. 1 bid request for an upgrade in the gauge of the mesh was
rejected because the alternate was not cost effective.
The low bidder, Department of Interior Construction, recently
completed the wishing well reconstruction at the Tustin Civic
Center and has excellent references.

APPROVAL OF DESIGN REVIEW AND AuthORIZING BID ADVERTISEMENT
RECOMMENDATIONS
It is recommended that the Redevelopment Agency adopt Resolution No. 93-03 approving plans
and specifications for subject project and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The preliminary project cost estimate is $10,500, and an additional $2,500 if the GFRC alternate
is chosen'7'.. The evidence enclosure will be funded from the general fund capital fund for fiscal

BACKGROUNrD
This project is a 220 square foot open air addition to the Tustin Police Depmanent building.
The open air storage area will be used by Police Officers for temporary drop-off storage of large
items which will be logged in for evidence by officers.
The project includes wood framing, plaster finish and paint to match the existing building, a
steel and chain link open roof structure, and an entu gate. Bid alternates include the addition
of GFRC trim mouldings to match the Civ. ic Center and an alternate roof and gate structure
manufacturer.

RESOLUTION NO. RDA NO. 93-03
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW FOR THE
ADDITION OF AN OUTSIDE EVIDENCE ENCLOSURE TO THE EXISTING
POLICE DEPARTMENT BUILDING AT 300 CENTENNIAL WAY, TUSTIN,
AND AUTHORIZING THE CiTY CLERK TO ADVERTISE FOR BIDS.
The Redevelopment Agency of the City of Tustin does
hereby resolve as follows:
I. The Redevelopment Agency finds and determines as
follows:
Pursuant to the adopted Civic Center
Redevelopment Plan, the Redevelopment Agency
shall approve all site plans and architectural
designs of any project proposed within the
project area.
That a proper application has been filed
requesting authorization to build an outside
evidence enclosure addition to the existing
Police Department building on the property
located at 300 Centennial Way.

Pursuant to Section 9272 of the Tustin
Municipal code, the Redevelopment Agency finds
that the location, size, architectural
features and general appearance of the
proposed structure will not impair the orderly
and harmonious development of the area, the
present or future development therein, or the
occupancy as a whole. In making such
findings, the Redevelopment Agency has
considered au least the following items:

II.
The Redevelopment Agency hereby approves the design
review approving plans and specifications for the
addition of an outdoor evidence enclosure to the
existing Police Department building on the property
located at 300 Centennial Way, and directing the
City Clerk to advertise for bids.
