LOT LINE ADJUSTMENT NO. 03-01: PLANNING AREA-1 LEARNING
VILLAGE AT TUSTIN LEGACY
SUMMARY
A lot line adjustment is proposed by the City of Tustin to move existing lot lines within Planning Area-
1 (PA-l), the Learning Village at Tustin Legacy, to adjust the size and shape of three separate
parcels to better define and align the lot lines for future development within the Learning Village.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 03-50 approving Lot Line Adjustment
No. 03-01.
FISCAL IMPACT
None.
BACKGROUND
Marine Corps Air Station (MCAS) Tustin formally closed on July 2, 1999. On May 14, 2002, the
Department of Navy executed an Agreement with the City of Tustin for approval of an Economic
Development Conveyance (EDC) transferring approximately 977 acres of property at the former Marine
Corps Air Station (MCAS) Tustin to the City by deed and an additional 176 acres by a Lease in
Furtherance of Conveyance (LIFOC). One of the parcels deeded to the City by the Navy was originally
identified for potential conveyance to the Santa Ana Unified School District (SAUSD). With the
execution of the recent settlement agreement between the SAUSD and the City of Tustin, it has become
apparent that the site's current SAUSD configuration could be revised to support the future use of the
site and potentially benefit the neighboring parcel intended for reuse by the South Orange County
Community College District (SOCCCD).
Therefore, the City of Tustin is proposing a lot line adjustment to three parcels in PA-l, the Learning
Village at Tustin Legacy. This lot line adjustment will re-align existing lot lines to facilitate future
development within the Learning Village and to create a more logical and orderly lot line between
property to be conveyed to SOCCCD and property to be retained by the City.
DISCUSSION
This lot line adjustment will adjust three parcels of land, Parcels 1-E-1, 1-E-2, and 1-D-1 and redesignate
them as parcels 1-E-1.1, 1-E-1.2, and 1-D-1.1. The lot line adjustment will result in the following land
area changes:

Parcel 1-D-1.1 = 123.41 ac.
As noted above, the revised lot lines will result in a reduction in the 22 acre site that the City will be
marketing for development to 18.49 acres which will result in an increase in the SOCCCD site from
64.87 acres to 68.37 acres.
Lot line adjustments are provided for in Section 66412(d) of the California Subdivision Map Act. In that
section, the Act provides for local authorities to approve lot line adjustments where land taken from one
lot/parcel is added to an adjacent lot/parcel, and where a greater number of parcels than originally
existed are not created.
The attached documents, consisting of the application and Resolution No. 03-50, will provide for these
adjustments once Resolution No. 03-50 has been adopted by the City Council and the lot line
adjustment application has been recorded at the Orange County Recorder's office.
The lot line adjustment application has been reviewed by the Community Development Department, the
Community Redevelopment Agency, and the Public Works Department/Engineering Division. The
proposed adjustments have been determined to be in compliance with all zoning requirements of the
City and the provisions of the California Subdivision Map Act and the California Environmental Quality
Act.

A RESOLUTION OF THE CITY COUNCIL OF THE cITY OF TUSTIN,
CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 03-01
WHEREAS, Section 66412 (d) of the California Subdivision Map Act makes
provisions for a local agency to approve lot line adjustments where the land taken from
one parcel is added to an adjacent parcel and where a greater number of parcels than
originally existed is not thereby created; and
WHEREAS, the City Council of the City of Tustin has reviewed Lot Line Adjustment
No. 03-01 and has made findings that the real property described in Exhibit A and shown
on Exhibit B complies with the provisions of the California Subdivision Map Act and
applicable City of Tustin ordinances and regulations including the requirements for building
sites; and
WHEREAS, the City Council of the City of Tustin has made the following findings:
1. That the proposal is eligible for processing as a lot line adjustment pursuant to
Section 66412 (d) of the California Subdivision Act;
2. That the requirements of the California Environmental Quality Act have been
met;
3. That the proposal is consistent with the Tustin General Plan; and
4. That the resultant parcels will meet the requirements of the Tustin Zoning Code;
NOW, THEREFORE, BE IT RESOLVED that the proposed Lot Line Adjustment
No. 03-01 as shown on Exhibits A and B is hereby approved and that the parcels be
considered building sites upon recordation of this document.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 7th day of April 2003.
