PUBLIC HEARING - None
PUBLIC INPUT - At this time members of the public may address the City Council
regarding any items not on the agenda and within the subject matter jurisdiction of
the City Council (NO ACTION can be taken on off-agenda items unless authorized by
law). If you wish to address the City Council on any matter, please fill out one of
the blue forms located on the speaker's podium and submit to the City Clerk so that
your remarks on the tape recording of the meeting can be atl~ributed to you. When
you start to address the City Council, please state your full name and address for the
record. A Public Input portion is provided both at the beginning and end of the
meeting.
CONSENT CALENDAR - All matters listed under Consent Calendar are considered
routine and will be enacted by one motion. There will be no separate discussion of
these items prior to the time of the voting on the motion unless members of the
Council, staff or public request specific items be discussed and/or removed from the
Consent Calendar for separate action.
1. APPROVAL OF MINUTES - MAY 17, 1993 REGULAR MEETING
Recommendation: Approve the City Council Minutes of May 17, 1993.
APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,451,929.07 and
ratify Payroll in the amount of $311,045.18.

RESOLUTION NO. 93-56 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR STREET
REHABILITATION ON RED HILL AVENUE BETWEEN WARNER AVENUE AND
VALENCIA AVENUE AND TRAFFIC SIGNAL MODIFICATION AND
INTERCONNECT AT THE INTERSECTION OF RED HILL AVENUE AND
VALENCIA AVENUE
Recommendal;i0n: Adopt Resolution No. 93-56 accepting said work and
authorizing the recordation of the Notice of Completion as recommended by
the Public Works Department/Engineering Division.
RESOLUTION NO. 93-55 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE BARRIER
NEVI'lNG FOR COLUMBUS TUSTIN PARK
Recommendation: Adopt Resolution No. 93-55 accepting said work and
authorizing the recordation of the Notice of Completion as recommended by
the Public Works Department/Engineering Division.
RESOLUTION NO. 93-53 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 14366
Recommendation: Adopt Resolution No. 93-53 approving Final Tract Map No.
14366, as submitted or revised, as recommended by the Community
Development Department.
AWARD OF CONTRACT FOR MODIFICATION OF TRAFFIC SIGNALS AND
INTERCONNECT AT MAIN STREET & PACIFIC STREET, MAIN STREET & "B"
STREET, AND EL CAMINO REAL & 6TH STREET
Recommendation: Award contract for subject project to Steiny & Company,
Inc., in the amount of $33,400.00 as recommended by the Public Works
Department/Engineering Division.
AWARD OF GRAFFITI REWARD
Recommendation: Award a $250.00 reward out of non-departmental funds
to a witness, who wishes to remain anonymous, for his actions leading to the
arrest of a graffiti vandal as recommended by Community Development.
AWARD OF CONTRACT FOR CONSULTING SERVICES FOR DESIGN OF
VARIOUS WATER MAIN REPLACEMENT PROJECTS
Recommendation: Authorize the Mayor to execute a professional services
agreement with the firm of Nolte and Associates, Mission Viejo, to prepare
plans, specifications, and provide geotechnical, topographic and surveying
work for new water mains on 17th Street, Brenan Way, Ethelbee Way,
DeBusk Lane, Walter Avenue, Raleigh PJace, and El Camino Lane for the City
of Tustin Water Service as recommended by the Public Works
Department/Engineering Division.

OLD BUSINESS
1. PROPOSED ADOPTION OF THE UPDATED EDITION OF THE UNIFORM FIRE
CODE WITH LOCAL MODIFICATIONS
At the May 17, 1993 City Council meeting, a number of builders and the
Building Industry Association spoke in opposition to the additional fire sprinkler
requirements. The City Council voted to continue the matter to the June 7,
1993 Council meeting.
Recommendation: Provide staff with direction regarding proposed residential
sprinkler requirements as recommended by the Community Development
Department.
2. BUDGET WORKSHOP
The City Council will receive the draft budget by June 11, 1993. The State will
not adopt their budget until late summer and, rather than delay the City budget,
the draft budget will be finalized without taking into account additional revenue
reductions likely to be imposed by the State.
Recommendation: Schedule budget workshops and make any further budget
adjustments after the State adopts their budget.
Xl. NEW BUSINESS
APPROVAL OF PUBLIC WORKS AGREEMENT BETWEEN THE CITY OF TUSTIN
AND TUSTIN COMMUNITY REDEVELOPMENT AGENCY FOR THE SOUTH
CENTRAL PROJECT AREA
The Public Works Agreement is a commonly used vehicle to facilitate the
accumulation of funds for major projects, and it also qualifies as a debt under
the current definition of the Code. This Agreement addresses the Newport
Avenue Extension to Edinger Project within the South Central Project Area.
Recommendetion: Make a finding as to the lack of other means of financing
this project; make a finding as to the benefit of the Newport Avenue Extension
Project to the Project Area as discussed in the staff report and authorize the
Mayor to execute the subject Public Works Agreement between the City and the
Agency as recommended by the Finance Department.

All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.

2. SPORTS PARK MASTER PLAN UPDATE
The City Council has requested updates on the progress of the preparation of
the Master Plan, working drawings, and bid specifications for the Sports Park.
Recommendation: Receive and file subject report as recommended by the
Community Services Department.
3. STATUS REPORT: CROSSING GUARD STUDY AT THE INTERSECTION OF
BRYAN AND BROWNING AVENUES
At the May 17, 1'993 City Council meeting, Mayor Pro Tern Saltarelli expressed
concern regarding school children crossing at the intersection of Bryan Avenue
and Browning Avenue to attend Veeh Elementary School and Columbus Tustin
Middle School.
Recommendation: Receive and file subject report as recommended by the Public
Works Department/Engineering Division.
4. INVESTMENT SCHEDULE AS OF APRIL 30, 1993
Investment schedule with maturities, 12 months or less.
Recommendation: Receive and file subject report as recommended by the
Finance Department.

XV. CLOSED SESSION
The City Council will recess to Closed Session to meet with its designated
representatives regarding labor relations matters pursuant to Government Code
Section 54967.6.

1993, 7:00 p.m., at the Tustin Area Senior Center.
